在当今战争中,复杂的电磁环境,数量密集、类型多样的电磁信号,使得战场电磁环境管理与监测在战争准备以及其它各项军事活动尤其是在战场环境感知、作战行动指挥、武器装备水平、指挥系统建设等方面具有深刻而广泛的重要影响。能否有效地掌握电磁频谱信号的使用权与控制权、科学而合理地利用电磁频谱信息,有序的使用各种不同电子武器设备,使得作战系统形成统一的整体,将对于战争产生巨大影响。

为了充分合理地利用电磁频谱,就必须以无线电频谱的频域、时域、空域、能量域以及极化域等多维特征作为基础[}2},在一定范围内对频谱进行统一管理,使得己方各种电子系统不仅能够相互兼容地使用电磁频谱,而且能够有效地规避敌方的电磁干扰,甚至能够进一步引导构建有效阻止敌方利用电磁频谱的人为电磁环境。

频谱监测是频谱管理的关键。战场电磁频谱监测主要包括对战场无线电设备发射源的检测、测向、定位,对信号参数的测量[f=}l,对信号所含信息的监听,对目标身份的确定识别、对频道占用度和频段利用率的统计、对信号使用情况的分析,以尽最大限度的提高己方作战系统设备使用效率,同时干扰甚至破坏敌方作战系统装备的有效使用。
