受镇人民政府委托，我向大会报告2011年财政预算执行情况和2012年财政预算草案，请予审议。

一、2011年财政预算执行情况

2011年，我镇财政工作在镇党委的正确领导和镇人大的监督指导下，紧紧围绕促进发展、稳定大局的工作目标，强化收入征管，优化支出结构，提高财政保障能力，各项工作取得新进展，超额完成了全年财税目标任务。

（一）财政收入预算执行情况

2011年全镇财政一般预算收入预算为7609万元，实际完成8022万元，完成年度预算的105.43%，比年初预算增加了413万元，比2010年实绩增加了2593万元，增幅达47.75%。

全镇财政一般预算收入主要项目完成情况：增值税1194万元，同比增长 59.63%；企业所得税 621万元，增长66.04%；个人所得税 297万元，增长42.79%；营业税 3309万元，增长54.27 %；

城建税685万元，增长60.05%；耕地占用税、契税691万元，增长5.18%；资源税、房产税、印花税、土地使用税
