蓝色经济区，将依托海洋资源，以劳动地域分工为基础形成的、以海洋产业为主要支撑的地理区域，它是涵盖了自然生态、社会经济、科技文化诸多因素的复合功能区。

基本特征是：依托海洋，海陆统筹，高端产业聚集，生态文明，科技先导。

蓝色经济区是一个基于经济、科技、社会和开放的陆海一体区域及系统创新体系，它对区域经济社会发展及新兴产业形成有着广泛的影响。

（二） 山东半岛蓝色经济区的战略定位

山东半岛蓝色经济区的战略定位是：黄河流域出海大通道经济引擎、环渤海经济圈南部隆起带、贯通东北老工业基地与长三角经济区的枢纽、中日韩自由贸易先行区。 （三）山东半岛蓝色经济区的发展优势

1. 地理优势：山东东临海洋，西靠大陆。水平地形分为半岛和大陆两部分。东部的山东

三 山东半岛交通一体化

（一） 山东半岛交通运输现状

山东半岛蓝色经济区是我省经济社会发展最快、最活跃的主要区域，集聚了较优势资源和相对发达的基础设施。经过多年的建设发展，已初步形成以青岛港为中心，以日照港、烟台港为两翼，以半岛港口群为依托的我省沿海港口发展新格局；集装箱、矿石、煤炭、油品四大运输系统基本形成；海运船舶运力稳步增长，运力结构得到进一步改善；山东半岛与辽东半岛及日本、韩国间客货滚装运输蓬勃发展；陆岛交通状况逐步完善，千人以上岛屿均建有陆岛交通码头，出行难问题得到较大缓解。区内己形成了以大中城市为中心，以7条国高、6条国道、2条省高、79条省道为骨干，连接城乡的干、支线公路网络，路网密度、路网通达深度和通畅性进一步提高。区内交通运输管理和服务水平显著提升。

（二）交通运输两大体系——“大路网体系”、“大港航体系” 1.“大路网体系”：

蓝色经济区通道建设围绕实现“四通”展开，即实现北与京津冀、天津滨海新区，南与长三角，西与济南省会城市群经济圈及黄河流域省市等外部高速贯通，引导海洋和涉海产业链由东向西、由海向陆延伸；实现与重点沿海港口、机场、大型园区和产业基地等直接快速连通；实现区域内重点港口之间、两两城市间高速相通；按照一体化构想优化区域路网，实现区域内畅通，最终形成以“一连两环六纵七横”为路网主框架、普通国省道为补充、农村公路为基础的“布局合理、结构优化、衔接顺畅、功能完善、安全畅通、四通八达”的大路网体系。

“一连”：国高青银线青岛至（平度）新河联络线，与国高荣乌线联网。

“两环”：国高沈海线、省高威青线、国高荣乌线构成的高速公路环线、贯穿山东半岛以旅游观光为主、生态环保的滨海公路环线。

“六纵”：烟台-海阳高速公路构成“一纵”，以国高沈海线构成“二纵”，以龙口-青岛高速公路构成“三纵”，以潍坊－日照高速公路构成“四纵”，以东港高速公路和国高荣乌、长深线构成“五纵”，以国高长深线和滨博高速构成“六纵”。

3.两大体系对山东半岛蓝色经济的影响：

（1）改善交通，降低交易成本，缓解运输压力，提高交易效率 （2）增强生产要素流动性，提高资源配置效率

①充分发挥各地资源的比较优势，实现利益最大化

②整合优化交通资源，促进人才流动，实现人才效用的最大化 ③有利于全国统一市场的形成，使产品在更大区域内流通

（3）拉动经济增长，促进产业结构升级，调整产业结构，优化产业的空间布局 （4）有利于统一的环渤海经济区的形成

①改善分工格局，使资源供给适应经济发展需求，增强区内经济的互补性 ②加快环渤海区域经济一体化进程

（5）提升环渤海经济区在东北亚经济合作及全球化中的地位 ①突显区位优势，从由南向北、由东向西发展经济 ②增强区位功能，提升国际地位

四 结语

通过对山东半岛交通运输体系的初步了解和分析，可以知道，交通运输作为基础服

务设施，对社会经济产生不容小觑的影响，轻则影响一个企业，重则影响一个区域。在经济快速发展的今天，我们不能忽视交通运输对区域经济产生的重大影响，要重视交通运输建设，更好地发展社会经济。
