——Illustrated by the milk power incident of Fuyang

(CASE BRIEFING)Since 2003,in the mainland of China,considerable quantities of infants have been diagnosed with a vicious disease,even been killed,which resulted from taking "inferior milk power".The main victims are predominantly the newborn babies. Due to shortage of protein,then

transferring into extreme lack of nutrition, these infants were characterized with "big head, small mouth,dropsy and slightly high temperature".

Naturally,the manufacturer and the sellers should take the responsibility for this tragedy.

(Retrospect and introspection of this case)Through this tragedy,we should think about the current situation and reforming of social regulation of Milk Industry of our country.Especially,the quality problem has been a hot topic in customer's daily life,quality is to customer/product what soul to man.the extend of success about a business entity lies with the quality, to a large extent.If the manufacturer can't guarantee the quality,he can't walk

very far and then will die young.In addition, aftersale service is becoming an indispensible factor in modern increasingly fierce business competence，which is important for industries to explore and conquer a large scale of

markets.What's more,the National Organization for Standardization lacks the ability to take drastic and effective measures to monitor and manage the process of manufacturing and selling.It's essential for relative governments to guarantee the quality and safety by taking according actions.

(TQM and solution for "made-in China")With China's enrollment in WTO and the increasing economic capability,"Made-in China" ,to some extent,has been a household brand around the globe, "Made-in China"

products are available in almost every corner of the world .Maybe this is a witness of China's accelerated economic growth.However,a series of

problems,like international dispute about products,had occurred in

succession because of product quality.Therefore,what measures can we take to prevent such kind of trouble from happening?How to increase

competence ability through first-class quality? As I have mentioned in

paragraph 2,we should take 4 factors below into consideration to promote product quality.

Lowering costs(zero defects) :Buy qualified raw materials as cheap as possible; Try best to decrease the cost of transportation;Avoid materials waste during the manufacturing process.Take advantage of residual

materials to another producing process.

Continuous improvement: Grab every possible opportunity to

contribute by initiating changes;When some flaws take palace,revise them as soon as possible.Not only the General manager but also the work stuff ought to participate in continuous improvement.

Employee involvement:It's not only the manager's responsibility to

carry on total quality management,so are the whole stuff.On one hand,the leaders should come up with a series of measures to stimulate or encourage stuff to take part in TQM like material incentive and moral encouragement and so on. On the other hand,the stuff should be conscious that only the company is competitive and strong enough,can the staff enjoy a stable and satisfactory employment post.Therefore,the staff should be voluntary and spontaneous to conduct TQM.

Customer satisfaction :The degree of customers' satisfaction is a

touchstone for product quality,so TQM should continue controlling activities with the aim of ensuring that products and services are fit for purpose and meet the specifications.It's wise to pay more attention to customer

service,TQM should ensure customers can receive satisfactory treatment before,during,and after the sale.
