ABSTRACT
As the high land cost in urban area, the mechanical-access parking devices become the optimum solution to improve the parking deficiency. The “parking tower” is one type of mechanical-access parking devices with characteristics of simply operation procedure, rapidly running speed, conveniently vehicle accessing, economized land use and great space-benefit, and minimum cost of each parking space
acquirement. In order to reduce noise affections, save the energy resources and diminish the fire accidents, the elevator-mode parking towers are mostly adopted in Taiwan currently.
Although the parking tower planning and design are according to the building laws, building technical rules, fire fighting acts and electric equipment design regulations in Taiwan, these regulations are not necessarily entirely conform to the practical requirements. Therefore, this research draws up four strategic topics as “fire fighting”, “noise prevention”, “ precaution against earthquake”, and “other disasters prevention” for further discusses. Within each strategic topic, we firstly collected related material and then interviewed the professional designers, equipment venders, maintenance staff and the parking tower administrators, and finally comprehensively analyzed current regulation and provided suggestions.
From the research results, we found that present local rules and standards for parking tower
establishment and management are neither unified nor completed. The government shall integrate these rules and standards and then stipulate a special law to define the design, construction and management regulations. In this research, the prevention and cure strategies and checking lists for parking tower “fire fighting”, “noise prevention”, “ precaution against earthquake” are provided as well.
