1. Purpose （目的）

The organization established this profile to strengthen the environmental management of the construction item of the organization and protect environment and control pollution according to ‘P.R.C. environmental protection law ’, ‘Environment protection management statute of construction item in China ’, ‘About Potentiate Environment

protection management s’ regulation of construction item in Jiangsu ’, etc..

为加强和规范组织的建设项目的环境管理，坚持在发展生产的同时保护环境，严格控制新的污染，根据《中华人民共和国环境保护法》、《建设项目环境保护管理条例》、《江苏省关于加强建设项目环境保护管理的若干规定》等有关法律、法规，结合本公司的实际情况，特制定本程序。

2. Scope （范围）

2.1 All the newly built, rebuilt and enlarging construction project and technical rebuilt construction, as well as new

equipment and new line set up.

适用于组织的一切新建、改建、扩建及技术改造工程建设项目,新设备和线体的建设。

2.2 From the writing of propositional plan to the construction project to be made use of formally

适用于上述工程建设项目由项目建议书（含立项）开始，直至项目建成正式投产，使用。

3. Definitions （定义）

EHS – Environment, Health and Safety 环境健康安全

4. Responsibility （职责）

4.1 ENG department is responsible for carrying on construction propositional plan, feasibility research and the

environmental management from the design, constructing, complete and check and accept period of the construction project.

工程部负责落实项目建议书、可行性研究及设计阶段的环保管理。

4.2 ENG department is responsible for the environmental management during the constructing and check and accept

period.

工程部负责施工和竣工验收阶段的环境管理。

6. Procedure （程序）

6.1 Environmental management of feasibility research on construction period.

程序可行性研究阶段的环境管理。

6.1.1 Construction project should be devolved upon qualified design institution that is familiar with the production

techniques to compile the ‘Feasibility research report’.

本项目委托熟悉本公司生产工艺同时又具有相关资格的设计院编写《可行性研究报告》。

i. Contents on environmental protection should be writte n into ‘Feasibility research report’. Contents as

follows

ii. should be included: environmental pollution father, Labor safety and sanitation basis.

在《可行性研究报告》中，应有环境保护章（节）。环保章（节）中，必须具有下列内容：环境污染治理、劳动安全和卫生设施依据。

6.1.3 Construction design should be c arried though after ‘Feasibility research report’ authorized by governmental

protection department and other related departments.

在《可行性研究报告》经政府环保部门和相关部门批准后方可进行项目设计。

6.2 Environmental management of constructing design period.

设计阶段的环境管理

6.2.1 Primary design ‘Environmental impact report table’ should be composed at this period. The output of main product

and raw material, flow of produce techniques, pollution condition, measure and effect of pollution should be included.

首先进行初步设计。在初步设计中必须编制《环境影响报告表》，表中反应主要产品之产量，主要原料用量，生产工艺流程，污染物情况，治理措施，治理效果等。

6.2.2 Constructing design should be carried through after the primary design authorized by governmental environmental

protection department.

在初步设计经政府环保管理部门审查批准后方可进行施工图设计。

6.2.3 Design institution should make sure the shop drawing related to environmental protection to be carried on according

to primary design, so that the environmental equipment and other equipment could be worked on at the same time in the future.

设计单位必须根据初步设计环境保护章节内容、审查和批复意见，认真落实有关环保的施工图设计，确保环境保护设施与主体设施同时施工的要求。

6.2.4 Shop drawing should be delivered to governmental environmental protection department to be checked. The

construction mustn’t be started working before the organization acquires the license.

施工图完成后，必须再送政府环保管理部门审查，并获得《建设项目环境保护“三同时”管理审核通知单》后才能取得《建设工程规划许可证》，才能办妥其它有关前期手续，否则，不能开工。

6.3 Environmental management of constructing period 施工阶段的环境管理

6.3.1 The procedures including ‘Construction license’ should be finished before constructing .

施工前，必须办妥《施工许可证》等一切有关手续。

6.3.2 During the constructing, the organization should pay attention to protecting environment and preventing dust, noise,

sewage, vibrancy to pollute the environment.

施工过程中，必须注意保护现场周围的环境，防止粉尘、噪声、污水、振动等对周围环境造成污染和危害。

6.3.3 The organization should supervise the builder to adopt measure to protect environment and manage the architectural

garbage, noise, and sewage suitably.

在施工中，按照政府环保、环卫部门之规定和要求，督促施工单位采取相应的措施，做好各项环保工作，处理好建筑垃圾、噪声、污水等。

6.3.4 All the environmental equipment and establishment should be carried on according to ship drawing.

按照设计图纸落实各项环保设备和设施，按设计搞好绿化工程。

6.4 Environmental management of check and accept the completed construction project period.

竣工验收阶段的环境管理。

6.4.1 The construction project should be firstly checked and accepted by EHS and then deliver to governmental

environmental protection department to do check and accept.

工程竣工后，先经环境健康安全部门验收,再报政府环保部门进行竣工验收。

6.4.2 Monitor testing, such as sewage, exhausted gas, noise, should be carried on. All the pollution should be discharged

under the standard of legal and the offal should be managed suitable.

按照要求进行相关监测试验，如生活污水、废气、噪声等的测试数据，一定要达到排放标准，做好废弃物的处理工作。

6.4.3 Virescence and factory show should be carried on. 搞好绿化管理和厂容厂貌管理，美化环境。

6.4.4 Environmental design document, information and other files should be suitably safe kept.

做好环保设计文件、资料的整理、建档工作。

6.4.5 Construction project should be made use of formally after its environmental equipment have been checked and

accepted eligibly. The environmental equipment should be managed and checked in corresponding range.

建设项目环保设施竣工验收合格，项目方可投入正式生产和使用。环保设施则应纳入相应的管理和考核范畴。

6.4.6 Notify EHS for evaluation after the new production line or new coming equipment set up.

新建线体,新采购设备架设完成后通知EHS 做评估确认。
