一、课题研究的目的与意义

当前，我国正在实施建设社会主义新农村工程，而高素质的新型农民是社会主义新农村建设的主力军。建设社会主义新农村的奠基工程是提升农村基础教育质量，从而全面提高农民的素质。只有使农村劳动力的教育水平达到或接近城区劳动力的教育水平，才能促进人的可持续发展和社会的可持续发展。中共中央国务院《关于深化教育改革全面推进素质教育的决定》中提出，全面推进素质教育,要坚持面向全体学生，为学生的全面发展创造相应条件,依法保障适龄儿童和青少年学习的基本权利，尊重学生身心发展特点和教育规律，使学生生动活泼、积极主动地得到发展。我们看到，在深入推进和全面实施义务教育的新形势下，城乡义务教育发展水平还很不平衡，农村地区的基础教育教学质量与城市相比，仍然有很大的差异。据有关调查资料表明，在我国3.4亿青少年中，学习困难生（学困生）比例高达18.6%—36.4%，而在农村初中学校，学习困难生的比例有呈明显增加的趋势，辍学现象仍然存在。辍学的原因由原来的经济方面因素为主转变为因学习困难而产生厌学情绪,从而放弃学习。由于过重的学习压力、家庭环境、社会影响和教师的教育方法失当等原因，导致部分学生出现学习困难或学习障碍等问题。如何帮助农村学习困难的学生提高学习成绩，使他们不仅获得学业上的成功，而且建立自信，从而提高他们的整体素质，已经成为目前我国教育界必须引起政府、社会和学校广大教育工作者高度重视并亟待解决的一个重要问题。研究学习困难生的教育, 提高农村初中学习困难学生的教育质量，是我国实施义务教育的热点问题和关键问题之一，它对全面贯彻党的教育方针，推进素质教育具有重要意义。目前,教育理论界对如何改善农村地区教育质量、缩小城乡教育差异的研究,多从改善办学条件、减免学费等角度进行研究，而关注农村地区的学习困难学生问题、并进行积极的教育干预,以此来改善农村义务教育教学质量的研究还不多。本课题研究,将从农村地区初中学生学习困难的角度,探讨提高农村基础教育质量的途径和方法。随着新课程改革的不断深入，面向全体、尊重差异、关注每一名学生发展的教育理念越来 越倍加受到广大教育工作者的关注。我们相信并通过该问题的研究,必将为建设和谐社会、建设社会主义新农村和提升农村义务教育教学质量作出积极的贡献。

本课题研究的目的，是在借鉴国内外关于学习困难研究成果的基础上，通过理论探讨和调查研究，分析农村初中学习困难生的特征以及导致他们学习困难的内在原因和外在原因。在此基础上，以现代教育理论和现代心理学理论为指导，展开农村学习困难生教育干预的实验研究，探索农村初中学习困难生教育的原则、途径、策略和方式方法等，提出符合我区农村地区社会、经济、文化发展需要的、能有效提高基础教育学习困难学生学习质量的新策略，构建有针对性、操作性和实效性较强的教育干预诊断机制和模式，深化和拓展学习困难的理论研究；通过研究成果的宣传推广,提高教育行政部门对于农村学习困难生教育研究的认识,提高教师对学习困难学生的认识，并进一步转变教育观念；通过对农村地区初中学习困难学生的教育干预研究,探索有效解决中学生沉重的课业负担,有效实施素质教育的新途径,为解决农村初中学习困难生教育问题提供理论和实践依据。

2、课题研究的理论意义与实践意义

本课题研究既具有一定的理论意义又具有一定的实践意义。其理论意义是：为揭示学习困难生身心发展特点和教育规律，构建科学的学习困难生教育理论体系，进而为丰富和发展素质教育理论提供一定的启示；其实践意义表现在三个方面：首先，能够促进广大农村初中教育工作者适应基础教育新课程改革的需要，树立面向全体学生、大面积全面提高学生素质的教育理念，掌握有效的转变学习困难生的教育方法，进而为提高广大农村初中教育工作者的专业化水平提供理论平台；其次，能够探索一条有效的农村初中学习困难生的教育途径和一整套科学的教育方法，进而为全面提高农村初中生的素质和有效实施素质教育提供理论指导；再次，能够构建良好的农村初中学校、社区和家庭一体化的转变学习困难生的教育环境，进而为社会主义新农村基础教育的建设和发展提供理论支撑。

二、本课题研究的主要内容

（一）关于农村初中学习困难生成因的调查研究。着重从两个方面展开调查：一方面是对学习困难生本人的调查。着重对学习困难生在学习动机、学习兴趣、学习方法、学习习惯、知识技能基础等方面进行调查；另一方面是对影响学习困难生成绩的学校、社会和家庭教育环境的调查。着重调查导致学习困难生学习成绩差的学校、社会和家庭教育方面的各种因素，即形成原因、主要特征进行科学的分析。通过综合国内外有关初中阶段学习困难生生理、心理及其发展方面特征的研究成果，探讨农村初中学习困难生的一般特征，包括认知特征、情感态度特征、学习习惯特征、学习方式和方法特征、人格特征等等。

关于学习困难生成因和教育对策研究，是近年来国内外教育科学研究中的一个受到关注的重要问题。在国外，关于学习困难学生心理特点、认知特点及其矫正和补救教学研究，是教育心理学和教学论研究领域均要涉及到的课题。一些研究者从心理机制、认知结构等方面，对学习困难学生学习进行分析并提出了有针对性的对策。在国内，也有很多学者对我国学习困难生的心理特点和教育对策进行过探讨。这些研究对本课题研究具有重要的启示性作用。但综观已有与本课题相关的研究，尚有如下问题需要进一步研究：

（一）已有研究更多是从一般意义上研究学习困难生成因问题，而较少关注农村初中生这一特殊而广大的群体，对农村地区初中学习困难学生的关注还很不够，因此，农村地区初中学习困难学生的人数仍在增加。而社会、学校和家庭面对这一问题,还没有有效的解决办法。因此,认真进行农村地区初中学习困难学生教育对策研究,很有必要，很有学术价值和实践意义。

（二）已有研究在研究学习困难生成因问题时，把着眼点往往放在学习困难生的内在心理因素，而较少分析外在环境因素。

（三）已有的关于学习困难生转化研究，往往是从某一方面（如学校教育）或某一侧面（如教育方法）展开的，缺乏系统性。
