【内容摘要】当前，改革开放的深人和社会主义市场经济体制的逐步建立，使得不同群体的利益要求千差万别，人们的民主意识、参与意识不断增强，思维方式、行为方式也日益多元化，要求我国的行政管理必须顺应这种发展的趋势；经济体制改革的深化，特别是我国加入WTO，内在地要求进一步深化行政管理体制改革，国际经济一体化进程的不断加快，也要求我国的行政体制适应这种变化。实际上，我国行政管理体制中存在的许多问题与西方国家有共同之处，当代西方行政改革的理论和实践可以为我国行政改革提供许多有益的借鉴和启示。因此，应结合中国的国情，学习和借鉴西方国家行政管理体制中好的做法，努力把我国政府打造成为服务型政府。

In fact, China's administrative system and many of the problems that exist in Western countries have in common, contemporary Western theory and practice of administrative reform of

administrative reform in China can provide useful reference and inspiration. Should therefore be combined with China's national conditions, to learn from Western countries, good practices in the administrative system, and strive to build our government to become service-oriented government..
