甘肃省天水市城乡居民二孩生育意愿调查分析

摘 要

2015年12月十八届五中全会后二孩政策全面放开，为考察这一政策对经济欠发达地区的影响，本文采用自编问卷对甘肃省天水市200余名城乡居民进行了调查和访谈，以了解他们的二孩生育意愿。

本文首先根据莱宾斯坦的“孩子成本——效用分析理论”，提出了“全面二孩政策会将会较大的刺激西北欠发达地区居民生育意愿”的研究假设，然后对其进行实证检验和归因分析。

调查发现，当地居民的二孩生育意愿总体处于中高水平，但城乡居民之间存在着显著性的差异，并且在二孩生育意愿的效用观上呈现出多元化格局。通过数据分析，本文认为二孩生育意愿与国家生育政策、社会文化环境、社会保障水平以及个体自身因素都具有密切的关系。其中，影响二孩生育意愿的主要个体性因素包括年龄、收入水平和受教育程度。这一生育意愿将会使天水市居民生育水平有一定的提升，但不会带来明显“婴儿潮”效应。

调查中也发现了一些陈旧的生育观念，建议从提高教育水平、加强西部大开发和完善社会保障体系等几个方面对其进行矫正。

An analysis on the fertility desire for two -child of urban and rural residents in Tianshui, Gansu

Province

Abstract

After the Fifth Plenary Session of the 18th Central Committee held in December, 2015, the universal two-child policy will be fully liberalized. In order to investigate the impact of this policy on the economically less developed areas, surveys and interviews have been implemented by means of self-made questionnaires, which involves more than 200 residents in urban and rural areas in Tianshui, Gansu Province. It aims to understand their fertility desire for two-child.

The survey finds that the local residents’ fertility desire for two-child is generally in a high level, but there is a significant difference between urban and rural residents, and it presents a diversified pattern in terms of the utility of fertility desire for two-child.

Through data analysis, it reveals that the fertility desire for two-child, the national birth policy, social and cultural environment, social security level and the individual’s own factors are closely related. Among them, the main individual factors contributing to the impact on the fertility desire for two-child include age, income levels and the degree of education. This fertility desire will enhance the level of fertility of Tianshui residents in some way, but it will not bring obvious baby boom effect.

The survey also finds some old fertility concept. It is recommended to improve the level of education, speed up the development of the western region and improve the social security system.
