The public has never failed to keep an eye on the government budget, the every disposal of which is under heavy scrutiny. In the light of the public’s increasingly intense interest therein, the current government’s lopsided attention to earmark the purse for particular end has invited a storm that witnessed a distinctive division in public. To win the bid for the right to hold a major international sports event, the local government has appropriated a big sum of money to build such recreational facilities as swimming pool, athletic center and playground. However, the governmental favor of diversion facilities over intelligence-oriented facilities such as art museum and music performance center has met with grunting mart. From the perspective of local citizens, the government budget should tip the balance in favor of intelligence-oriented facilities when it comes to the establishment of public facilities.

Therefore, one cannot overestimate too much the importance of spiritual force. Apart from building up citizens intellectually, the intelligence-oriented facilities are epitome of government future focus, the sweeping establishment of which offers encouragement for youth in the art’s study and work. Government can vigorously bald its banner of ushering in an intellectual society by casting attention on the erection of artistic center, sending a strong signal to the youth that one has to furbish himself with artistic favor to keep abreast with social progress. As is known to all, the pursuit of artistic flavor calls for the academic dedication. And, it is much easier for a person to foster such a trait in a society teeming with artistic presence.

In a society with desirable attention towards intellectual-oriented facilities, the citizens can keep their mental fitness in a less-than-back-busting fashion. To this end, it is imperative for the government to devote a favorable proportion of budget to such facilities as art museum and music performance center.
