第二十六条 住房城乡建设部建筑节能与科技司对通过评审的科技项目申报书盖章后，送省级住房城乡建设主管部门及有关部门和承担单位存档，并作为科技项目的实施、管理和验收考核依据。

（二）依托的工程建设、技术改造、技术引进和国外合作项目未能落实的；

（三）骨干技术人员发生重大变化，致使技术研究开发、技术示范无法进行的；

（四）组织管理不力致使研究示范无法进行的； （五）发生重大质量安全事故或严重污染环境的； （六）未按有关管理规定执行的。
