浅谈对做好房地产交易管理中心档案工作的思考

摘要：随着时代的快速发展，房地产业如雨后春笋般蓬勃发展，随之而来的是房产档案的大量增加，而庞大的管理工作让管理人员应接不暇。同时，落后的管理手段、管理部门重视档案建立而不重视档案管理等因素使得房地产档案的利用率相对较低，形成一种档案资源的浪费。本文主要探讨了目前我国房地产交易管理中心的档案管理工作中存在问题，并提出了一些加强该项工作的措施和建议。

Abstract: with the rapid development of the times, the real estate industry such as bamboo shoots after a spring rain as vigorous development, there is a substantial increase in real estate archives, and huge management work too busy to attend to all make management personnel. At the same time, the backward management, management means, to establish Department of archives and not pay attention to the file management and other factors make the real estate archives utilization rate is relatively low, the formation of a file resource waste. This paper mainly discusses the problems existing in the present our country real estate transaction management center of the archives management, and puts forward some measures for strengthening the work and recommendations.

1.前言

房地产档案是指城市房地产行政管理部门在人们进行房地产转让、抵押和房屋租赁等房地产交易活动中直接形成的有保存价值的文字、图表、声像等不同形式的历史记录。房地产档案管理关系到我国产权所属的登记控制，关系到投资企业与施工企业的经济利益关系人民的切身利益。由于房地产档案具有的动态性和广泛性特征，使其成为今后城市规划的决策依据，是我国实施财产清查的重要依据，也是解决房地产纠纷、化解产权争议的主要参考资料。只有合理利用房地产档案资源，才能发挥其应有的作用，避免房地产档案资源的浪费。然而，目前房地产档案管理手段落后，档案管理工作人员业务素质不高等问题却严重阻碍着房地产档案管理工作的进行。因此，我们应该深入探讨房地产档案管理目前的现状，寻找问题的关键所在，并针对这些问题采取积极应对措施，研究出相应的解决对策。
