摘要:企业的党风廉政建设是一项系统工程，其核心要素是制度与文化。“制度管事、文化管心”，建立有效的制度体系，加之以倡导廉洁的企业文化，才能从根本上解决好权力与人的问题，充分发挥源头治理腐败的作用。宁波电业局将“制度管事、文化管心”理念引入企业党风廉政建设，切实加强制度建设和廉洁文化建设，全面推进依法从严治企和反腐倡廉工作，党风廉政建设保持平稳局面，效果十分明显。

“制度管事、文化管心”理念对党风廉政建设的指导意义

——“制度管事、文化管心”符合当前企业党风廉政建设的客观需要

一是近年来企业改革发展的步伐加快，需要同步推进企业制度的设计和廉洁文化的凝练，特别是“三集五大”体系建设全面实施，组织变革基本完成，当前的重点是在新的体系框架内健全配套制度、完善业务流程，主动防范因制度缺失、管理不严引起的廉政风险。二是来自政府部门、新闻媒体、人民群众等外部的监管、监督不断加强，对反腐倡廉建设提出了更高的要求，对加强企业内部管理和强化管理的制度化、标准化、规范化提出了新的要求。三是加快“两个转变”，建设“一强三优”现代供电企业，以及作为责任央企的基本社会责任，等等，无不要求企业积极推进党风廉政建设和反腐败工作，塑造供电企业以及电力人“干事、干净”的廉洁形象。因此，贯彻落实“制度管事、文化管心”要求，推进反腐倡廉制度体系建设和廉洁文化建设，符合当前企业反腐倡廉建设工作的需要，是今后我们务必长期坚持的工作原则。
