发改统筹建设多规合一信息平台的探索与实践

摘要：在国家大力推进“多规合一”编制及信息化管理，要求“以主体功能区规划为基础统筹各类空间规划”的大环境下，本文以门头沟区为例，从“全要素数据汇聚与共享、落实产业规划精准管理、整合多规专项应用”等角度出发，探索实践发改统筹建设的多规合一信息平台，以期为区县级多规合一信息化管理应用提供有利的参考。、

Abstract： In the national environment for the development of \informatization management and the requirement to \on the planning of main functional areas\， this article takes Mentougou District as an example， explores the coordinated construction \and Reform Commission from full-factor data aggregation and sharing， implementation of precise management of industrial planning and integration of specific applications for multiple regulations， with a view to providing favorable reference for the application of multi-planning-in-one informatization management.

近几年，国家、部委陆续出台多项政策、法规，明确国民经济和社会发展规划的统领作用，并要求“以主体功能区规划为基础统筹各类空间规划”，统筹推进“多规合一”工作已列入很多地方发改委的主要职能。

门头沟区作为北京市“多规合一”试点，为破解各种规划间的矛盾，推动相互之间的有效衔接，以土地利用规划和城乡建设规划为基础，以经济社会发展规划为目标，积极开展“多规合一”实践探索，由发改委统筹建设的多规合一信息平台是“多规合一”工作的重要组成部分。
