一、编制原则

总的原则是符合施工现场实际情况，确保工程施工过程中安全。

1、牢固树立“以人为本”的安全管理理念，坚持“安全第一，预防为主”的方针，明确安全责任，完善规章制度，签订安全生产责任状，实行全面、全员、全过程的安全管理，规范施工组织和管理程序。

2、坚持文明施工，至始至终对水中承台和墩身施工全过程监控，充分利用当地资源，节约用地。废料、废渣不得直接排放流入兰江河道内；严格施工管理，开展文明施工活动，确保标准化文明工地。

3、科学施工，合理安排施工的程序和顺序，执行标准、规范的原则和安全生产有关规定，严格按照中宏路桥建设有限公司兰溪市金角大桥及兰荫路、金角路BT项目经理部和兰溪市金角大桥指挥部、北京铁研建设监理有限责任公司兰溪市金角大桥监理部提出的安全要求规范施工。二、工程概况

兰溪市金角大桥起止桩号K0+240.77-K1+428.47，全长1187.7米，共十联。全桥由主桥、引桥及匝道组成，其中主桥全长416米，采用58+3×100+58米五跨一联的预应力混凝土连续箱梁结构，桥梁轴线与河道斜交71°。13#-19#墩是水中墩，考虑到现场的地质、施工环境及施工工期，采用钢板桩围堰进行水下承台、墩柱（身）的施工。

1 、水中施工便桥

西岸栈桥贝雷梁长度为300m, 东岸栈桥贝雷梁长度为243m。钢栈桥设计载重90t，钢栈桥宽度6m，栈桥标准跨度为12m，每5联设置一道4㎝伸缩缝。基础采用Φ630mm钢管桩，壁厚10mm，钢管桩与钢管桩连接处满焊并等间距焊接四道加强板，钢管桩与钢管桩之间使用[20槽钢作为剪刀撑。钢管桩顶部开槽横向放置2根600×200H型钢作为主横梁，每组主横梁长度6.0～6.2m。主横梁型钢上纵向放置3组321军用贝雷桁架为主分配梁，贝雷上铺设I22b工字钢作为横梁，间距100cm，上面铺设专用桥面板，专用桥面板结构：I12.6工字钢作为小分配梁，间距24cm，四周采用8㎜厚钢板封闭。栈桥铺设完成后安装栏杆及照明、交通安全及航道警示设施。栏杆采用φ48钢管搭设，栏杆每间隔两米设置一道I100*60，栏杆高度120cm。 2、陆地施工便道 2.1兰江东岸

以项目部门口已形成的便道为基础，向东延伸到黄大仙路，向西延伸到主桥右幅23#、22#墩之间，与即将搭设的钢栈桥相通。便道全长409.4m，其中E0+000至E0+080段为填方，E0+280至E0+409.4，长度129.4m，坡度为3.15%； 2.2兰江西岸

以项目部一工区驻地门口的道路为基础，向北延伸至引桥9#墩与10#墩之间，转向兰江大堤与钢栈桥连接。便道全长218m，其中原抢险通道至一工区驻地段便道基础已形成，W0+140至W0+218，长度78m，坡度为4.8%。 3、安全救生通道

2.6、墩台施工时，周围设置安全防护栏杆、防护网；拆除模板之前，设立禁区。拆除模板时，按规定的程序进行，先拴牢吊具挂钩，再拆除模板。模板、材料、工具不得往下扔。施工人员与拆下的模板之间，保持有一定安全距离。

2.7、施工期间，进出工地的车辆和人员严格遵守交通法规，服从交通管理部门的指令和管理；接受交通管理部门和建设单位的监督检查，发现影响交通的问题，立即进行整改。在施工场地出入口设置规范醒目的交通标志，夜间开启灯光示警标志，必要时，请交警协助管理。

2.8、作业中必须配带安全用具，并且连接牢靠稳固；高空作业人员的衣着要灵便精干，腰间系安全带，脚下要穿软底防滑鞋，严禁穿拖鞋、硬底鞋和带钉易滑的鞋。
