试论我国公务员制度的建设历程与改革发展

摘要:

随着社会主义经济体制改革的进一步深化,推进民主政治建设、加强各级政府自身建设和改革的任务十分紧迫。这就要求我们要全面履行政府职能,建设廉洁、务实、高效的政府;坚持以人为本、执政为民,建设人民满意的政府。关键在人,关键在公务员的素质和能力。各级公务员是国家各项事业的中坚,在各级政府中起着决策、指挥、组织、协调、服务的作用。他们是政府职能的具体承担者,也是行政体制和机构改革的具体实施者。公务员的素质和能力决定着政府的管理水平和效率。因此,要加强对我国公务员制度的建设,努力建设一支业务精通、清正廉洁、作风优良的公务员队伍。

首先,我分析了当前我国公务员制度的发展和现状,研究了我国公务员制度兴起的原因,列举了我国近几年来,公务员制度建设的成果,看到了我国公务员制度与外国的不同之处,我国公务员制度是具有中国特色的,有自己的特点和管理原则。其次就我国公务员制度建设中的各种问题包括职位分类制度、考录制度、考核制度等方面提出了自己的观点;最后针对各种问题,借鉴中外的经验,建议通过强化公务员制度的管理基础、完善公务员制度的运行机制、健全公务员法规体系等方面,造就一只高素质、专业化的公务员队伍。

Abstract:

With the socialist economic system reform to further deepen and promote the building of democratic politics and government at all levels to strengthen self-construction and the task of reform is urgent. This requires us to the full implementation of government functions, building a clean, pragmatic and efficient government; adhere to the people-based governance for the people, the building of the people satisfied with the government. The key, the key lies in the quality and capability of the civil service. Civil servants at all levels is the backbone of the state's cause, at all levels of government to play in the decision-making, directing, organizing, coordinating, the role of services. They are the specific commitment of government functions, is also the administrative system and institutional reform of the specific actors. The quality and capability of civil servants is determined by the government's management level and efficiency. Therefore, it is necessary to strengthen China's civil service system building, and strive to build a good business, honest and clean, fine style of the civil service.

First, I analyzed the current development of China's civil service system and the status quo, the study of China's reasons for the rise of the civil service system, cited China in recent years, the outcome of the civil service system building, to see our civil service system with foreign differences, China's civil servants System with Chinese characteristics, has its own characteristics and management principles. This was followed by China's civil service system building on the various issues, including job classification system, the examination system, evaluation system put forward their views and finally for various problems, learn from foreign experience, recommends the adoption of the civil service system to strengthen the management foundation, Improve the operational mechanism of the civil service system, improve the legal system for civil servants in terms of creating a high-quality, professional civil service.
