In recent years, information security has aroused widespread concern. With our stepping into information society, computer crimes keep rising and information security incidents occur frequently. Hackers, fraudsters and serious white-collar criminals emerge on the Internet in an endless stream.

It is very clear that information security incidents are bringing great harms to the victims, including government department, organizations, institutions and individuals. First of all, government may suffer from national security threats.
