摘 要 回顾改革开放以来上海医药产业利用外资和中外合作的历史，比较了不同时期国家政策和国际市场的变化和跨国战略的演变，讨论了中国企业对外合作发展上的经验和教训，提出了一些趋势思考和建议，即通过长期合作、互信互利、多种模式、学习提升、借船出海，最终形成中国医药企业自身在国际市场的信誉和经营能力。 关键词 国际化 引进外资 合资合作 外向型人才

ABSTRACT This paper reviews the reform history of Shanghai pharmaceutical industry leveraging on foreign investment and cooperation between domestic and foreign market players， analyzes the historic development and trends of China’s national policy and international market trends and evolution of multinational strategies， discusses the experiences and lessons of Chinese enterprises in the cooperation with foreign partners， and proposes some trend thinking and suggestions – Chinese pharmaceutical enterprises should finally establish their reputation and

operation ability in the international market by building long term cooperation with mutual trust and benefits， exploring different cooperation structures， continuing learning and improvement. KEY WORDS globalization； foreign investment； JV cooperation； international talent 改革开放30多年来，中国医药产业得到了长足的进步，其中除了中国本土的国企和民企的迅速发展外，大量外企和跨国公司通过中外合作、产品进口等形式进入了中国市场，提升了产业的制造水平，促进了市场规则的国际化，加剧了市场的竞争程度，为中国医药产业的发展做出了重要贡献。

在全球化时代，制造国际化、标准国际化、资源全球化、资本全球化、经营跨国化，已成为一个不可逆转的变化趋势，中国医药企业如何适应和跟上这个潮流，上海医药产业如何能够在这样的形势下得到更好的发展，我们必须向跨国公司学习，提升能力和水平，参与全球竞争，才能走出新路。而上海是中国医药产业基础最好，中外合作最早、最多的地区，上海医药
