前 言

经济全球化趋势不断加强,为中国经济的全面快速发展提供了难得的机遇,同时也带来了更加严峻的挑战。随着中国企业广泛、深入地参与国际竞争以及我国外贸快速增长和贸易顺差的持续扩大,我国面临的贸易摩擦形势也越来越严峻。随着世界经济一体化的发展和贸易自由化趋势的不断加深,在传统的关税和非关税壁垒藩篱不断拆除的同时,也加剧了各国之间经济贸易的竞争。在这种形势下,一些国家纷纷采取隐蔽性更强、透明度更低、更不易监督和预测的保护性措施———技术性贸易壁垒,以阻止其他国家的产品进入本国市场,从而进行贸易保护。截至2007 年,我国已连续13 年成为全球遭受反倾销调查最多的国家,同时也是2007 年全球遭受反补贴调查最多的国家。为了保护本国经济发展,各国“壁垒森严”,尤其是欧美发达国家越来越多地打着维护进出口经营秩序、保护国内消费者利益、保护生态环境、保护知识产权等旗号,频频采用技术性贸易壁垒对中国产品“指手划脚、百般阻挠”, 目前技术性贸易壁垒已成为影响我国产品出口的主要贸易壁垒。我们必须摸清自身的情况,认真研究,制定正确对策。这对增强我国的经济实力,具有现实的指导意义。

摘 要

作为世界上最大的发展中国家，我国出口产品正面临越来越多的来自主要发达国家的技术壁垒挑战。技术壁垒的直接影响，就是我国许多产品由于环保、安全因素无法进入目标市场或被迫退出目标市场。造成这种状况的原因有：标准体系落后；通报信息系统薄弱；企业认证制度和合格评价制度进展缓慢；出口产品技术含量低。应对方式从政府和企业两方面来看：政府层面，高度重视技术性贸易壁垒，建立宏观管理机制；培养专门人才掌握国际法规；应坚决反对任何国家针对中国实施的歧视性政策。企业层面，对各种与技术性贸易壁垒有关的信息保持高度敏感性；投入研究开发费用；积极申请合格认证；提高创新能力。第六，中国企业不应盲目扩大出口，避免在国际贸易中打价格战。

ABSTRACT

As the world's largest developing country，China's export commoditiesare facing more and more technical barriers challenges from the majordeveloped countries。The direct effect of technical barriers is that many of ourproducts，because of environmental technology，security factor can not enterthe target market or be forced to withdraw from the target market。The reasonsbehind this include:China's export products did not meet the standards of theimporting country's requirements，have been shut out;trade partners raisestandards which the export enterprises can not achieve;higher standardsincreased the cost of exports，some export enterprises can not afford the costs，have to withdraw from the market。This requires at least two levels of solutions:government level and the enterprise level。For government level，first of all，the government should attach greatimportance to technical barriers to trade，establish a macro-managementmechanism。 Second，actively participate in the standardization work andstrengthen bilateral authentication。Third，establish an information center anddatabase to enhance research and guide the production。For enterprises，first of all they should maintain a high degree ofsensitivity with TBT -related information，always closely follow the world’s，especially in developed countries(EU，United States，Japan)dynamic newtechnical trade barriers。Secondly，invest in research and development costs，produce with foreign technical standards。Third，have a correct understanding of TBT’s root，anddeliberate flexible response。
