10.1 General description of the quality control system

10.1.1质量管理体系的建立、认证及证书

10.1.1 The setup, the approval and the certificate of the quality control system

1995年,武船在原军工质量保证体系的基础上,依据GB/T19002:1994质量管理和质量保证标准,建立健全了武船质量管理体系,重新编制颁布了武船《质量手册》和《质量管理体系程序文件》,并贯彻实施,1996年12月通过新时代认证中心的现场审核,并于1997年4月2日获取民品质量体系认证证书(注册号:0597B127);1999年12月,武船按GB/T19001-1994标准申请新时代认证中心进行民品质量管理体系换证审核,一次通过,于2000年2月18日获取新时代认证中心颁发的民品质量体系认证证书(注册号:0500A0059)。

In 1995, according to GB/T9002: 1994 quality control and quality assurance standard, the Wuchang shipyard established and improved their quality control system and re-issued their quality handbook and the procedure of quality control system and put them into practice on the basis of the former quality assurance system on military products. the system of quality certification on civilian goods (registration number:0597B127) on 2nd April,1997; moreover, the shipyard achieved one-shot pass when they applied for the re-certification examination and verification of the above mentioned quality system in New Times Authentication Center according to GB/T9001-1994 standard and gained certificate of the system of quality certification on civilian goods approved by the that authentication center (registration number:0500A0059).

2002年,武船按换版后的GB/T19001-2000标准对质量管理体系进行

了转换,2003年7月通过新时代认证中心换版审核,2003年9月11日获得新时代认证中心换发的民品质量体系认证证书(认可注册号:CNAB008-Q)。

In 2002, the shipyard changed the edition of their quality control system based on the updated GB/T19001-2000 standard and passed the edition-change examination and verification by the New Times Authentication Center on July, 2003. the renewal quality certification on civilian goods was available from the New Times Authentication Center

2006年7月武船通过了新时代认证中心对武船民品质量管理体系的复评换证审核,获得新时代认证中心换发的民品质量体系认证证书(注册号:00806Q10551R3L)。2008年3月武船通过了国防科工委组织的船舶修造技术许可生产条件现场审核,获得湖北省国防科学技术工业办公室颁发的 技术标 第202页

“一级Ⅰ类钢质一般船舶”的船舶修造技术许可证{编号:(鄂)船许证字[2008]1号}。

On July 2006, the shipyard passed the examination and verification for re-evaluation and renewal of the certificate and obtained the renewal one from the New Times Authentication Center (registration number:00806Q10551R3L). On March 2008, they passed the on-the-spot examination and verification for production condition of technical license in building and repair ships organized by the State Commission of Science and Technology for National Defense Industry and obtained the technical license for building and repair ships of” First-class I type of general steel ships” issued by the Office of Science, Technology and Industry for National Defense in Hubei Province {serial number: No.1 of (Yu)ships’liscence [2008]}

特别说明:2008年11月15日,国际标准化组织(ISO)正式发布了ISO 9001:2008标准,GB/T19001-2008标准(等同采用ISO 9001:2008)已于2008年12月30日发布,并于2009年3月1日开始实施。本公司于2009年3月30日收到中国新时代认证中心下发的“新版标准转换的客户告知书”(中心办字[2009]40号),主要内容为:中国新时代认证中心自2009年5月1日起,可以受理GB/T19001-2000标准认证证书向新版标准的认证证书的换版工作,要求各获证组织务必在2010年11月15日 技术标 第203页

以前完成向GB/T19001-2008标准的换版。原获取的2000版证书在2010年11月14日前仍然有效。目前本公司正在学习GB/T19001-2008标准,将选择适合的时机进行GB/T19001-2008标准的转换。 Special explanation: The ISO formally released the ISO 9001:2008 standard on 15th November, 2008 and also issued GB/T19001-2008 standard (same as ISO 9001:2008) on 30th December of the same year and put them into effect on 1st March, 2009. We received the notice of updating the former standard from the New Times Authentication Center (file code: number 40 of [2009] ). The notice ,which reads:” the New Times Authentication Center could accept and handle the case of renewal work for the GB/T19001-2002 certificate from 1st May, 2009 and they asked all the certificate-available organizations to fulfill the update before 15th November,2009 and the former 2000 version certificate is in its validity till 14th November, 2010.” At present, we are studying GB/T19001-2008 standard, and will conduct the renewal in a proper time.

10.1.2.1 武船高度重视质量管理体系建设,推动质量管理体系持续 技术标 第204页

10.1.2.1 The shipyard attaches their great importance to the quality control system and promoting the sustainable operation of the system.

1996年底,武船按GB/T19002:1994质量管理和质量保证标准标准建立的质量体系通过认证后,武船一方面巩固认证成果,另一方面不断完善和改进质量体系,提高武船质量保证能力,并把1997年定为武船“管理年”,开展质量(技术)管理、计量管理等七项综合整顿,制定了“一言一行对企业负责,一举一动为用户着想”的职工行为准则。1998年武船提出了开展管理“严、细、实”和规范职工行为的活动,产品建造过程受控能力大大加强。1999年武船提出了管理要标本兼治,由标及本,抓全员市场质量意识教育,站在用户立场上对待产品质量,把客户满意作为质量最高标准。2000年武船提出深化自主质量管理,开展我的工作我承诺、我的工作无差错、我的工作信得过的质量诚信活动,全体员工的质量意识和责任心显著提高。2001年武船建立生产责任制,深入推进“创精品”工程,以用户满意作为最高质量标准,从各方面采取措施,不仅满足符合性要求、同时满足适用性要求,不仅满足产品性能要求、同时满足可靠性要求,不仅满足产品内在质量要求、同时满足外观质量要求,不断提高用户满意度。2002年,武船又按2000版国标建立了质量管理体系,并于11月15日正式运行。通过质量管理体系转换,武船把“八项质量管理原则”和“质量第一、预防为主、一次成功、实施法治”的宗旨具体落实到各项质量活动、各个过程的控制中,将新标准中新的、特 技术标 第205页

殊要求予以认真贯彻执行,不仅充分满足标准的要求,更注重质量管理体系运行的有效性和效率。2003年武船以换版认证为契机,继续开展质量管理体系质量手册和程序文件的宣贯活动,使之得到较好地实施;武船组织各单位对全部第三层次质量管理文件进行清理、补充和完善,使其真正做到现行有效。2004年武船对《质量手册》和《质量管理体系程序文件》进行了修改,以持续改进武船质量管理体系文件的有效性、适用性和充分性。

After established their quality control system according to the GB/T19002:1994 quality control and quality assurance standard by the end of 1996, the shipyard has, on the one hand, consolidated their achievements and on the other hand, constantly completed their quality control system, improving the quality assurance of their ships. Furthermore, the shipyard has set the year 1997 “the quality control year”, launched seven comprehensive campaigns in quality(technological)control, metering management, etc and conducted employees’ behavior standards of “any time, any where, beneficial to the clients; every word, every action, responsible to the enterprise” In 1998, the shipyard decided to conduct quality control with the characteristics of “strictness, carefulness and honesty”and to standardize employees’ behavior; as a result, more quality controls can be given in manufacturing process. and permanent solutions to the problems in quality control, the shipyard has focused on quality-oriented education and set their highest quality standard as the customer’s satisfaction. In 2000, the shipyard conducted an activity for quality and credit, “I promise my work of error-free and trustworthy” to deepen the self-determination quality control. Thanks to that, our staff’s quality awareness and their sense of responsibility have greatly improved. Next year, the shipyard established production responsibility system, deeply carried forward the concept of “creating classics” and viewed customers’ satisfaction their top quality standard, so they have taken various measures to constantly improve customers’ satisfaction by meeting the demands for conformity, applicability, performance and reliability as well as the product’s internal and external quality. Next year, the shipyard established quality control system based on 2002 version of national standard and came into force from 15th November in the same year. They carried out the objectives of “eight quality control principles” and “quality first, prevention crucial, success at the first try and implementation under the rule of law” in every quality campaigns and in every procedure control, moreover, they faithfully executed all the new and special requirement of the new standard, not only fully meeting the demand of the new one 技术标 第207页

but also pay more attention to the effectives and efficient in the operation of quality control system. Taking the opportunity of renewing the certificate in 2003, the quality control system handbook and procedure document have obtained a fuller implementation thanks to their continuous work. The shipyard organized every branch to cancel, to supplement and to improve all of the third-level documents of quality control system so that to achieve current valid version. The shipyard revised the handbook and procedure documents in 2004 so as to constantly improve the validity, applicability sufficiency of the quality control system.

2005年,武船进一步完善了质量管理体系,组织对《质量手册》进行了修改,对《人力资源管理程序》、《采购控制程序》等4份程序文件进行了换版修改,对其它41份程序文件通过发修改通报进行了局部修改。为了使质量管理体系所要求的文件宣贯学习到位、理解执行到位、实施效果到位、见证记录到位,武船组织对中船重工集团公司军工产品质量管理规章制度进行收集,将23份管理规章制度进行汇编,形成汇编本并下发,同时还编制下发了《质量管理作业文件汇编本》。武船深入推进质量文化建设,总结提炼出了“100+1”的质量理念、“一言一行对企业负责,一举一动为用户着想”的行为准则和“一次到位、一次做对、一次做好”的自主质量管理规范为核心内容(即“九个一”)的质量文化,。并通过质量征文、质量演讲比赛、办板报、发宣传稿等多种形式进行宣传,通 技术标 第208页

In the year of 2005, the shipyard further perfected their quality control system; organized revision to the handbook; conducted edition-change to four procedure documents such as the Procedures on Human Resource Management, the Procedures on Purchase Control,

etc and partly amended 41 procedure documents by sending amendment advice. In order to achieve a good command, a full understanding and implementation, an efficient effect and a perfect record as required, the shipyard organized the collection of quality control regulation on military products of China Shipbuilding Industry Corp. and complied and issued those 23 regulations. Meantime, they also edited and released the Collection of Operation Files of Quality Control. In their process of quality cultural construction,

the shipyard summarized and extracted the quality culture covering the quality concept of “100+1”, the behavior norm of “any time, any where, beneficial to the clients; every word, every action, responsible to the enterprise”, the self-determined quality control regulation of “one time to reach place, one time to complete, one time to do right”, which further enhanced the staff’s quality awareness, promoted the effective in the 技术标 第209页

operation of their quality control system, improve products’ quality, winning customers’ satisfaction by soliciting quality-oriented articles, holding quality speeches, writing blackboard newspaper and handing out leaflets, etc.

2006年,为了适应武船 “十一五”发展规划,总经理(原厂长)颁发了“追求卓越质量,超越顾客期望,塑造武船品牌”新的质量方针,并进行了大力宣贯。在推进质量文化建设方面,进一步充实武船质量文化的核心内容,确立了“质量负全责”的质量价值观和“严、细、实”的质量工作作风,并编制了《武船质量文化手册》,发给每个员工进行学习、践行。为进一步完善质量管理体系,加强设计质量的控制,组织编制了《生产设计质量控制办法》和《三维生产设计质量控制办法》。为了提高自我改进、自我完善和自我纠偏能力,除了每年按策划的安排进行质量管理体系内部审核外,还创新开展了过程的专项审核。上述工作的开展,进一步完善了武船质量管理工作,提高了体系运行的有效性。

For the sake of adapting the development programs in their eleventh five-year plan , the General Manager issued a new quality policy of “pursing excellence in quality, going beyond customer’ expectations and shaping the band of our products” and conducted large-scaled propaganda and implementation in 2006.

In regard to promoting the construction of quality culture and to further enriching the core concept, the shipyard established quality values of “one should take full responsibility”and work 技术标 第210页

style of ““strictness, carefulness and honesty”, moreover, they complied the cultural handbook and distributed to every one for study and doing so. With the view to further perfect the quality control system and strengthen controls over designing quality, the shipyard organized the Quality Control over Production and Design and the Quality Control over 3D Production and Design. The shipyard initiated to conduct the specific examination and verification over process in addition to the annual internal audit according to the quality control system so as to enhance self-improvement, self-perfection and self-correction. The above has improved the quality control and the effectiveness in the running of the system. 2007年,武船组织开展了加强质量管理的质量活动,进一步强化了质量意识和责任心,加大了管理和监督力度。为了加大持续改进力度,追求卓越,武船在ISO9001:2000标准的基础上并超越ISO9004:2000标准,按照“全面策划、分步实施、点面结合、重点突破”的总体策略,在全厂推行卓越绩效管理模式,并编发了《试点推行卓越绩效评价准则实施方案》,选择重工公司、一分厂、二分厂作为试点单位,通过开展自我评价,不断寻找自身优势和改进机会,持续创新和改进,促进管理成熟、业绩提升,追求卓越。12月份,在中船重工集团公司召开的首届质量管理经验交流会上,武船就推进卓越绩效管理模式工作进行了交流,获得好评。为了使追求卓越的工作落到实处,武船在持续开展军品创精品的 技术标 第211页

同时,又广泛推行追求“零缺陷”、“零差错”活动及开展产品创名牌工作,努力提升产品质量,增强顾客满意。在推进质量文化建设方面,在全员中征求质量文化格言,并总结提练出各具特色的格言447条,同时着手编制武船《质量文化宣传手册》,9月武船通过国防科工委质量文化建设现场评估组的检查,并被国防科工委授予国防科技工业首批“质量文化建设示范单位”称号。

In 2007, the shipyard launched a campaign of improving quality control, further intensifying quality awareness and sense of responsibility as well as strengthening control and supervision. With the aim of expanding the continuous improvement and of pursing the excellence, the shipyard, in terms of an integrated strategy of “comprehensive planning, step-by-step implementation, integration of point and sphere and breakthroughs made in key sectors”, pushed ahead with excellent performance mode all over the company based on ISO9001:2000 standard and exceeded the ISO9004:2000 standard, and selected the Industry branch, the first branch and the second branch as testing ones by conducting self-assessment, exploring self-strengths and the opportunities for improvement to achieve continual innovation and to promote management maturity, performance enhance and excellence pursuit. In December, the shipyard was praised for their excellent performance mode in first quality management experience-exchange 技术标 第212页

meeting held by China Shipbuilding Heavy Industry Corporation. While carrying out manufacturing excellence in military products, the shipyard, in order to implement the work of the pursuit of excellence, pushed the activity of pursuing “non-defects, non-errors” and advocated the brand-name products manufacturing, and try best to improve the quality of their products and customers’ satisfaction. Reference to their cultural

construction, the shipyard summarized and extracted 447 mottos with their own characteristics among all the collections, meantime, they also worked on the organization of the Quality Culture Brochure. On September, the shipyard passed the examination from

on-the-spot quality-culture construction Assessment Team of the State Commission of Science and Technology for National Defense Industry and was granted a an official certificate of “a demonstration in quality-culture construction ”.

2008年,为提高质量管理体系运行的有效性和效率,进一步提高质量管理体系文件的充分性、适宜性和可操作性,武船组织对质量管理各层次文件进行了全面的清理和修编:换版修改了《质量管理体系质量手册》;换版修改了26份质量管理体系程序文件,新编制了1份《生产设计控制程序》;换版修改了34份质量管理体系作业文件,并新编制3份质量管理体系作业文件。为提高生产设计质量,武船在生产设计单位设 技术标 第213页

立了质量室,加强对生产设计过程的控制和监督;同时,按照《生产设计(含详细设计)图样、技术文件审查实施办法》的要求,武船组织对VS483MK3出口船生产设计过程中的质量管理情况和三个分段出图的质量进行了严格审查,确保出图的正确性、合理性、成套性和完整性.在卓越绩效管理方面,武船今年继续推行和深化卓越绩效管理模式并取得实效,不但多次得到上级领导机关的肯定,且先后荣获全国及湖北省实施卓越绩效先进单位的荣誉称号。在质量文化建设方面,武船编制了《武昌船舶重工有限责任公司质量文化建设规划(2008年-2010年)》,明确了质量文化建设的思路、原则、组织机构及推进步骤和要求,为进一步完善武船质量文化建设体系,建立持续改进和不断创新的文化发展机制奠定了坚实的基础。

The shipyard conducted a full cancellation and revising all levels of documents in the quality control system in 2008 so as to improve the validity and efficiency in the running, as well as the sufficiency, applicability and operability of the quality control system. They revised and renewed the Quality Handbook of Quality Control System,26 procedure documents of the quality control

system and 34 operation documents of the quality control system, as well as set up one new Control Procedure over Production and Design and 3 new operation documents of the quality control system.

For the sake of improving design and production quality, the shipyard set up a quality room to enhance their control and 技术标 第214页

supervision over designing process. Meanwhile, they assessed strict scrutiny on the quality control over production and design VS483MK3 out bounded vessel and on the quality of blueprint in 3 phases to ensure their correctness, rationality, systematic and integrity. In terms of the excellent performance mode, the shipyard achieved practical effects in pushing and deepening the mode, which not only gained approval from superior authorities, but also obtained local and national honors for its implementation of excellent performance mode on separate occasions. With respect to quality-culture construction, the shipyard formulated the Plan for Quality-Culture Construction of the Wuchang Shipbuilding Industry Company Ltd., which defined the train of thought, the principal,

the organization of the quality-culture construction and its popularization step and its requirement, laying a solid foundation for the establishment of a persistently improving and continuously innovation culture development mechanism.

2009年,公司对质量管理体系建设进行了精心策划,认真组织学习GB/T19001-2008标准,围绕推进精细化管理、深化质量文化建设、提高员工质量素质、完善质量管理体系、深入推进卓越绩效管理模式、落实对关键、薄弱环节的控制和完善质量激励约束长效机制等方面开展各种质量活动,进一步推动质量管理体系持续有效运行。武船领导高度重视 技术标 第215页

从总经理、管理者代表、各分管副总经理、质量保证部、各单位质量主管及质量管理员到车间副主任(兼质量管理员)、班组质量管理员,形成了纵向到底,横向到边的质量管理网络,充分履行管理职责,推动武船质量管理体系正常有效运行。

武船对质量管理体系文件实行动态管理,不断地对文件进行评审与更新,以提高文件的充分性、适宜性和可操作性。武船每年都对质量管理体系文件进行进行修改,如QMS/WS.M-05-2002版质量手册,至今已进行了4次换版次修改:武船2002年发布的45份质量管理体系程序文件,至今全部都进行了换版修改,其中已经3次换版修改的程序文件有26份,已经4次换版修改的程序文件有6份;第三层次作业文件依据内、外部环境、组织机构的变化及管理不断精细化的要求等,不断进行更新与增补。质量管理体系的不断完善,提高了体系运行的有效性和效率。

They have annually revised the quality control system, for example, they updated the QMS/WS.M-05-2002 version Quality Handbook for four times up to now, they updated the overall 45 procedure documents of the quality control system which issued on 2002 including 26 procedure documents had been updated for three times, 6 procedure documents had been updated for four times. The shipyard persistently updated and supplemented the third-level operation documents according to the change of internal and external environment as well as the alternation of organization management and based on the requirement of continual refining. The constantly improvement of the quality control system enhance the effectiveness and efficient of its operation.

(3)质量监控系统建设

The construction of quality supervision system

自1996年以来,武船每年都组织2-4次内审,所有不符合项均按举一反三要求组织整改,对整改过程和效果进行跟踪和验证:从2006年以来,每年还组织过程的专题审核:从2007年以来,每次审核还成立了内审监视和测量小组,对内审过程进行监视和测量,促进了内审工作的有效性。内部审核、过程审核的不断循环,促进了企业质量管理体系自我完善、自我约束和自我改进机制的形成。

Since 1996, the shipyard has organized the internal audit for twice or four times, any of the non-conformances were required to rectify and improve and conducted to track and re-inspect the process and the result, the annually specific audit for the process has been carried out since 2006. Since the year 2007, the shipyard set up specific team in every internal audit to supervise and measure the process, promoting the effectiveness of the internal audit. The repeated audits for internal and process accelerate the forming of a self-perfection, self-restraint and self-improvement mechanism.

Since 1996, the shipyard has go through management review to analysis and judge the adaptability, adequacy and effectiveness of the quality control system and made decisions on quality control system, the effectiveness of process, products' update and resource demands and staged out some countermeasure measures. 技术标 第223页

Every branch should accordingly issue their own \for the improvement in the management review of the quality control system\, which should be followed and examined by the QA department, ensuring the effective implementation of every decision and measures issued by the management review.

不合格品处理、不符合项整改、质量事故处理均要求按原因未分析清楚不放过;责任人未查明、未受到教育不放过;纠正措施未制订不放过;纠正措施未落实或未达到预期效果不放过:举一反三整改不到位不放过的“五不放过”原则办理,对严重、重大、重复质量问题按技术问题归零五条标准和管理问题归零五条标准实施质量问题归零管理,形成自我纠偏的运行机制。武船建立了以技术副总经理为领导,以工艺技术人员为主体,各级领导、质量管理员、检验员参加的工艺纪律检查监督网,质量保证部设立了现场质量监督检查小组,对施工现场“人、机、料、法、环、测”实施监控;武船建立了月度、半年、年度质量分析会制度,通过质量分析,找出不合格的原因和潜在因素,及时采取纠正或预防措施,保证质量管理体系的正常运转。

A supervision team on process discipline in workshop was organized with the leadership of Deputy General Manager responsible for technical issues, technologist-based and the participation of managers, quality controllers, inspectors at all levels. The QA department set up an on-the-spot quality supervision and inspection team to implement monitor on “workers, machines, raw materials, regulations, links, and measurements”. Moreover, the shipyard established a system of holding monthly, biannual and annual quality analysis meeting to analyze and find out the reason for the non-qualified products and the potential factors and to adopt corrective or preventive measures, so that to enable the quality control system operates smoothly. 武船不断完善与细化各级各类人员质量职责,从总经理到每个员工纵向到底,横向到边责任明确,层层签署责任书强化责任感;通过深化质量意识教育,使武船质量方针、质量文化核心内容深入人心;不断加大教育培训力度,全面提高员工质量管理和岗位技能水平,培育员工树立一切按程序(规定)办,一切质量活动均受控、均可追溯的意识;通过深入开展争当质量能手、争创质量优胜班组的“质量双争”竞赛活动和质量信得过活动,努力培育和造就一支责任心强、懂管理、技艺精湛的员工队伍。

The shipyard has perfected and detailed their staffs’ quality responsibility at all levels from general manager to every workers and heightened their responsibilities by signing the pledges. They made the essence of their quality policy and quality culture filter into every employee’s minds by deepening quality awareness education.
