1.0 DEFINITIONS 定义

Terms used herein are defined as follows: 该文件用到的术语定义如下:

Purchaser - The Owner, Main Contractor, Contractor or their agent issuing a purchase order or letting a

contract for the work defined in this Specification.

Erector - The entity accepting the overall responsibility for providing the services and materials required

to fulfill the requirements of this Specification.

Engineers - The Westinghouse Consortium, comprised of Westinghouse Electric Corporation and Stone &

Webster International, Inc. (SWI), a Massachusetts corporation, or its duly authorized agencies restricted to the performance of the particular duties entrusted to them by the Purchaser and Owners.

The Fabricator shall retain the entire responsibility for complete conformance with all of the requirements. Written approval will be provided by electronic or conventional means.

Approved These words, when applied by the Engineers to the Erector's documents,

As Revised - mean that the documents are approved as defined above except that the changes shown are

necessary to be in conformance with the requirements. Written approval and descriptions of the required changes will be provided by electronic or conventional means. On the basis that the Erector shall retain the entire responsibility for compliance with all of the requirements, the Erector shall either:

Performance An activity to determine, through investigation, the adequacy of, and

Audit - adherence to, established procedures, instructions, codes, and this specification and other

applicable contractual and licensing requirements, the effectiveness of implementation. The Owner shall audit on a regular basis the Erector’s inspection reports, testing reports, and corrective actions documentation providing evidence that the requirements of this specification have been met.

initiate changes to this Specification.

Owner’s Representative of the Owner responsible for verifying Quality Assurance Field (QC) aspects of the Erector. Inspector –

2.0 SCOPE 范围

This specification describes the technical and quality assurance requirements for the receipt, storage, handling, erection, assembly, and field inspection of structural and miscellaneous steel, structural steel assemblies, handrail, ladders, stairs, checkered floor plate, metal floor grating and metal deck for structures shown on the design drawings.

The Erector shall furnish labor, equipment, materials, and services to facilitate receipt, handling, erection, assembly, and field inspection of the shop fabricated structural steel items and assemblies delivered to the jobsite, and including those fabricated at the job site, if any, of the following structures:

It is noted that all anchor bolts, sleeves, nuts, and washers, and miscellaneous steel which are to be set in the concrete and masonry shall be provided under Embedded and Miscellaneous Steel Specification no. APP-SS01-Z0-003.

Floor and roof deck sheets which are to be erected shall be provided under Furnishing of Steel Decking and Stay-in-Place Forms Specification APP-SS01-Z0-004。

In addition, field touch-up of painted and galvanized steel surfaces is by the owner in accordance with APP-G1-AX-001.

3.0 APPLICABLE DOCUMENTS 应用文件

The engineering, design, and erection of the structural steel shall comply with the references listed below to the extent listed in this specification, noting that some specific requirements of this specification may be more stringent, and must also be complied with. The issue of a document to be used shall be that in effect as of the date of the contract, unless a specific issue is stated herein.

4.0 REQUIREMENTS 要求

4.1 PROJECT TYPE 项目类型

The extent of the work is shown on the Engineers’ drawings, detailed on approved shop and erection drawings, and such other drawings as may hereafter be furnished or approved by the Purchaser to explain the work in greater detail.

4.3 TECHNICAL REQUIREMENTS 技术要求 4.3.1 Qualifications of Erector 安装方资格认证

The Erector will have the resources needed to achieve conformity to contract specifications in an efficient and safe manner. Resources will include, but are not limited to, qualified and experienced personnel, engineers, technicians, labors, equipment, tools and storage spaces necessary to execute and complete the work per contract requirements.

Qualified personnel shall be assigned to manage various functional details including as a minimum: management representative, erection process, safety control, quality assurance and quality control (testing and inspection).

The Erector shall have under their control the equipment necessary to perform the erection of structural steel consistent with the specifications and standards common to the work. The equipment must be maintained to produce the required quality and quantity.

In addition, the Erector shall have carried out successfully the erection of steel structures of at least 3 projects of similar size and complexity in the last 10 years. Furthermore, at least 50% of the key personnel, engineers, technicians, foremen, mechanics and equipment operators shall have been with the Erector for the past 5 years.

The Erector shall be selected from the prequalified list of erectors, compiled based on the criteria given in Section 4.3.1 Qualifications of Erector.

4.3.3 Materials 材料

Materials shall be as indicated on the Engineers’ Drawings and approved Shop Drawings, otherwise shall be as given herein. They shall be new and shall conform to the applicable specification of the serial designation as given. Certified copies of material test reports shall be furnished, showing chemical and mechanical properties of each heat of steel, and the results of each test required by the material specification, for all steel material furnished under this specification, unless otherwise noted herein.

4.3.4 Shop and Erection Drawings by Purchaser or Fabricator

购买方或制造方提供的加工或安装图

The Purchaser or the Fabricator, as indicated in the Contract Administration Agreement, shall furnish erection and shop detail drawings pertaining to all shop fabrication and field erection of steel structures listed in Section 2.0 Scope.

The Erector shall study the given details and satisfy himself that all required details for fabrication and erection have been shown adequately. Shop drawings shall show all dimensions, elevations, section sizes and weight, material specifications, required cambers in the beams, locations of splices, splicing details, all connection details, weld size and type for all welds, bolt size, type and pattern for all bolted connections.

Erection drawings shall show erection schemes, assembly details, sequence of erection and assembly. Acceptable methods of repair, correction of misfits and acceptable erection tolerances shall be shown on the drawings.

Contents of these drawings and required supplemental supporting information are as follows: 图纸的内容和所要求的增补信息如下:

b. Erection drawings shall show the complete structure, field welding details, field connection details, piece marks, and any field notes contained on the Engineers’ drawings.

c. Shop drawings and erection drawings shall be prepared in accordance with the AISC documents listed in this specification.

4.4 CONSTRUCTION MANAGEMENT 施工管理

The Erector shall provide the necessary construction management to plan, coordinate the work with other Contractors, Owner, Engineers, Purchaser, and Fabricator, to enable the work to proceed on schedule. The management activities include, but not limited to the following.

The Erector shall ask for coordination meetings with representatives of the Contractor, Contractors of Other Trades, Purchaser, Detailer, Fabricator, Engineers, and Owner’s testing agency at the project site prior to commencing the fabrication to confirm erection methods, construction sequences, connection detail types, submission procedures, submission schedule and testing and inspection requirements.

在现场着手加工之前,为了确定安装方法、施工顺序、连接的具体类型、程序提交、计划提交、测试及检测要求等,安装方应要求承包商代表、其他经销商承包商、采购方、详图设计方、制造方、设计方及业主的测试代理一起召开协调会议。

4.4.2 Critical Path Method and Progress Report 关键途径方法和进展报告

Based on the information from the coordination meetings, the Contractor or Subcontractor (Erector) shall finalize the erection schemes, methods, and sequence to fit into the overall project schedule. The work activities, sequences and duration shall be included in the critical path method (CPM) network using acceptable commercial software (e.g. PRIMAVERA). The work plan, resources and the CPM shall be submitted to the Purchaser for approval and for acknowledgement by all parties involving in the construction of the project. The approval by the Purchaser does not relieve the Erector from the Contract responsibility.

The Erector shall submit adequate number of copies of a weekly progress report to the Purchaser, including the actual progress against the planned progress. Any delay shall be highlighted, the causes

identified, and proposed actions to make up for the delay shall be submitted to the Purchaser. The Erector shall provide necessary additional resources (personnel, tools, machinery, equipment, etc.) that require to accelerate the work to keep the work on schedule. These expenses are the Erector’s responsibility.

The Erector is required to submit a safety program for review and approval by the Engineers. The Safety Program shall address the safety measures, which the Erector shall use during steel erection work. This program shall comply with the requirements of the contract documents, AISC Specification for Structural Steel Buildings, AISC Code of Standard Practice for Steel Buildings and Bridges, OSHA, and the applicable portions of federal, state and local government requirements. 安装方应将安全大纲提交给设计方供其审查和批准。安全大纲应说明安装方在钢结构安装过程中所用的安全措施。大纲内容应符合合同文件、AISC钢结构建筑规范要求AISC钢结构和桥梁的标准规范、OSHA、以及适用的国家和当地的法律、法规要求。

The Erector's Safety Program shall provide a detailed description of how the Erector will prevent injury to all personnel affected by the Erector's operations. The Safety Program shall include an effective system for initial orientation and continued education in safety and accident prevention, as well as appropriate records to document compliance. As a minimum, the Safety Program shall place particular emphasis on the following aspects:

4.4.4 Assembly Lift Plan by the Erector 安装方制定的装配吊装方案

The Erector shall provide an Assembly Lift Plan that shall demonstrate that the proposed lift shall be performed safely, and that the assemblies being lifted will remain free from distortion, undue bending, and will maintain structural integrity, during the lift.

The Assembly Lift Plan shall contain detailed data on the extent of the lifted assembly, its weights, the structural calculations that prove structural stability of the assembled components during lifting operations, verification of the capacity capabilities for any cranes utilized in the lift, location and positioning of the cranes, and a description of the rigging to be utilized.

Review of this Assembly Lift Plan by the Purchaser does not relieve the Erector of the responsibility required for the safe erection and/or lifting of any component, structural assembly, or any other item under the control of the Erector.

4.4.5 Site Condition Coordination with the Fabricator 与制造方的现场条件协调

To eliminate or minimize problems during the erection due to changes of site or as- built conditions from the shop and erection drawings, the Fabricator shall be notified of any of such changes as soon as practically possible through field management process.

For Quality Assurance Category I item, receiving, storage and handling at the construction site shall be in accordance with ASME NQA-1.

Quality Assurance Category II/III items may be stored for several months outdoors. The storage area shall be well drained and reasonably removed from the actual construction area and traffic so that damage from construction equipment is minimized. All items shall be stored on cribbing or equivalent to avoid trapping water and to allow air circulation. Bolts, nuts, and washers, shall be packaged to exclude moisture, and may be stored on cribbing in a protected shelter in accordance with Section 2.2 of RCSC Specification for Structural Joints. Items shall be handled in a manner which is consistent with safe and sound material handling practices.

All materials designated for the care, custody and control of the Erector shall be received, unloaded and hauled from the point of unloading to the site of the structure or designated storage areas, in a manner that will prevent distortion, or damage.

The Erector is responsible to provide protection of materials and accessories from weather, dirt, dust, corrosive substances, and physical damage in accordance with the manufacturer’s recommendations. 安装方应根据生产商的建议,保护材料和附件以免受到水、泥土、灰尘、腐蚀性物质的伤害和物理损坏。

The Erector shall comply with any special storage requirements, if required, that was forwarded to the jobsite with each shipment to which they are applicable.

Unless otherwise required by the Purchaser, all materials shall be inspected by the Erector immediately after receipt to ensure that the materials are not damaged, to verify that all items on the

shipping list have been supplied, and to assure that all documentation has been received. No materials shall be unloaded unless authorized by the Erector. Rejected materials shall be removed as instructed by the Purchaser. If materials are rejected after being unloaded at the site, they shall be placed in an isolated area and posted ―rejected‖, or tagged so that rejected materials can be identified easily prior to repair or removal from the site. The Erector shall submit material receiving reports to the Purchaser.

The jobsite storage area shall be segregated or a system of tagging materials shall be implemented to prevent inadvertent use of materials not inspected or accepted. If any damage is discovered, or any parts, components, or documentation are missing or otherwise defective, the occurrence shall be immediately reported to the Purchaser in writing.

Where it becomes apparent that significant delays may occur between receipt of shipment and time of erection, the unloaded material shall be stored and hauled to a temporary storage area designated by the Purchaser. The stored materials shall subsequently be reloaded and hauled to the point of installation.

The storage area shall be subdivided as desired; however, different materials shall be separated so that damage is prevented and additional handling minimized.

Painted members shall not be laid directly on the ground or floor but shall be placed on skids or trestles and shall be handled so as to avoid injury to the paint. The erection of steel structures basically consists of fixing the steel base plates to the concrete foundations (pile cap, grade beam, spread footing), followed by installing columns, beams, bracings, steel deck, steel roof, stairs, and miscellaneous steel structures, e.g. post and railings, grating. It can be seen that the as built location and elevation of the base plates, and thus of the building frame columns control the geometry and fitting of the frame members. Some of the pre-erection responsibilities of the Erector are listed, but not limited to, below:

钢结构的安装主要包括:钢底板固定在混凝土基地上(桩帽、地基梁、扩展底座),接下来安装栏杆、梁、角撑、钢甲板、钢盖、楼梯及零星钢结构,例如,柱子和扶手,栅栏。可见竣工底板位置和标高,因此厂房框架柱控制框架元件的几何结构和配置。安装方的一些预安装责任包含但不限于以下:

a. Independently verify the survey bench marks for location (coordinates) and elevation (with respect to the same project datum).

b. Verify the locations and elevations of the center of each steel columns and base plates on the as built concrete foundations.

d. Compute the corresponding spans based on information from items a, b and c above. Compare the results with the approved shop and erection drawings, and the fabricated dimensions as applicable. Report any discrepancies to the Purchaser. Coordinate and agree on the corrective methods. 根据a、b、c项信息计算相应的跨度,把计算结果和施工和安装图纸和适用的施工尺寸对比。把所有差异报告给采购方。协调并商定校正方法。

e. Mobilization of machines, equipment, tools, and personnel. Qualification of personnel; i.e. welders, NDE, QA/QC, bolt crews, etc. Preparation for receiving and storing of materials, and shop fabricated steel structures and accessories.

f. Testing and calibrating machines and equipment. Set up tower cranes, as required. 测试和校准机械和设备。按需求安装塔吊。

g. The Erector’s representative shall be at the fabrication shop to check and verify the acceptability of the parts and assemblies to be delivered to the project site. The purpose is to screen out defective parts or unacceptable pieces from leaving the shop. The screening does not relieve the Fabricator from the responsibilities under the Contract.

The erection of steel structures can commence when the foundations have been installed and approved, and shop fabricated members and components have been delivered, inspected and accepted. Also, the pre-erection activities and management shall have been performed and completed by the Erector to ensure quality workmanship.

The erection shall follow the details in the approved shop and erection drawings, safety plan, assembly lift plan, all contract documents, and the specification given herein.

All work covered by this specification shall conform to the AISC 303 Code of Standard Practice for Steel Buildings and Bridges (except as amended by this specification), the AISC 360 Specification for Structural Steel Buildings, and AISC N690 Specification for the Design, Fabrication and Erection of Steel Safety-Related Structures for Nuclear Facilities.

4.5.2 Structural Stability during Erection 安装过程中的结构稳定

The Erector is responsible for the stability of the structures at all stages of construction. 安装方负责整个安装过程中的结构稳定。

The erected steel shall be adequately braced to resist dead, erection, construction, and wind loads until it is permanently connected and is self-supporting.

Temporary support of structural steel frames shall be in accordance with the requirements of Section 7.10 of the AISC 303 Code of Standard Practice for Steel Buildings and Bridges.

However, the Engineers' review shall not relieve the Erector from full responsibility for the stability of the structure during erection.

Temporary steel bracing and alignment cables installed prior to permanent bracing may be removed after main members and bracing have been permanently bolted.

structure shall be plumbed, leveled, and braced, as shown on the shop and erection drawings, before any final bolted or welded connections are made.

Prior to erecting steel, anchor bolts shall be checked to assure that they are correctly aligned and that elevations are correct. Any deviation from the intended line and grade shall be brought to the attention of the Purchaser when discovered. The implementation of the required corrective action is necessary before the commencement of erection operations.

Milled or planed surfaces shall be protected against damage. After setting and checking, the plate shall be full-bed grouted.

Base plates that are shop attached to columns shall be set and shimmed to the proper elevation. After the column is plumbed and secured, the plate shall be full-bed grouted. The Erector shall furnish all steel wedges, and/or shims as required, for leveling, supporting and properly grouting the column base plates.

Base plates shall be fully grouted. Column loads shall not be transferred to the base plate until the grout under the base plate has gained adequate strength.

The Erector shall make all field connections as detailed and specified on the shop and erection drawings. High strength (A325, A490) bolts shall be used for field bolted connection, unless otherwise indicated. Procedures for high strength bolts shall be in accordance with RCSC-2004 Specification, applicable AISC 360-05 Specifications and Section 4.5.6 herein.

Welding may be used for field connections as shown on the Engineers’ drawings. However, bolted connection is preferable to field welding.

The following requirements are applicable to both high-strength bolted and structural bolted connections:

a. All joint surfaces, including those adjacent to the bolt heads, nuts or washers, shall be inspected prior to bolting to verify that the faying surfaces are in close contact and are free from burrs, dirt and other foreign materials that would prevent solid seating of parts

c. When connections require new holes in existing steel, the holes shall be drilled or punched and reamed and the diameter of the bolt holes shall be 1/16 inch (1.6mm) greater than the nominal diameter of the bolt.

如果安装中需要在现有钢上开孔,应进行钻孔或打孔并用扩张钻对孔进行扩大处理,螺栓洞口的直径应比螺栓的标称直径大1/16英尺。

d. All bolts in any connection shall be installed with all nuts on the same side unless interferences will not permit. Field connections in other than a vertical plane shall be installed with nuts on the lower side, except for connections of horizontal platform bracing not subject to stress reversal or where space restrictions make this impossible.

e. Bolts or nuts whose threads have been visibly distorted shall not be used. Bolts with corrosion pitted threads shall not be used. Measures shall be taken to protect all bolts from corrosion during storage and erection.

f. Attachments to concrete shall be made in the manner shown on the drawings. 混凝土的附加装置应按图纸所示方式制作。

g. Mechanically galvanized bolts and nuts shall not be intermixed with hot dip galvanized nuts and bolts.

h. Each bolt (high strength or structural bolt) which has been tightened to satisfy the requirement and considered complete by the bolting crew shall be marked clearly. Standard forms for bolting logs should be filled in by bolting crews to record the locations of the completed joints, date and persons performing the work. The information shall be transferred onto the shop and erection drawings. The log should include the record of the inspection (name, time, type of inspection, result of inspection etc.).

4.5.6 High Strength Bolts 高强度螺栓 4.5.6.1 General 概要

1. Storing, installation and inspection of high-strength bolts shall conform to the RCSC Specification, and as specified in this Project Specification.

2. All high strength bolts shall have the standard identification markings described in ASTM A325 or A490.

所有高强螺栓应按照ASTM A325或者A490打印标号。

3. Required type of bolt installation: snug tight, pretension or slip critical shall be clearly indicated on the fabrication drawings and shop drawings.

制作图和车间图上应清楚标明螺栓安装要求的类型:拧紧、预张紧或临界滑动。 4. Welding of high strength bolts is not permitted. 不允许焊接高强度螺栓。

5. Reuse of high strength bolts is not permitted. 不允许重复使用高强度螺栓。

6. The minimum diameter of high strength bolts shall be 7/8 inch (22 mm) unless otherwise shown on the drawings.

7. All material within the grip of the bolt shall be steel. There shall be no compressible material such as gaskets or insulation within the grip. Bolted steel parts shall fit solidly together after the bolts are tightened, and may be coated or noncoated. The slope of the surfaces of parts in contact with the bolt head or nut shall not exceed 1:20 with respect to a plane normal to the bolt axis.

螺栓有效长度内的材质应为钢材。螺栓有效长度内不能有压缩材料,如垫片或绝缘材料。螺栓拧紧后,用螺栓连接的钢零件应密接牢固,可以涂漆也可以不涂。与螺栓轴线垂直的平面上的表面(该表面上的部件与螺栓头或螺母相接触)坡度不能超过1:20。

8. When assembled and prior to bolting, all joint surfaces, including surfaces adjacent to the bolt head

and nut, shall be in close contact and shall be free of scale, except tight mill scale, and shall be free of dirt or other foreign materials. Burrs that would prevent solid seating of the connected parts in the snug tight condition shall be removed.

组装时,且在上螺栓之前,所有连接表面,包括与螺栓头和螺母邻近的表面,应紧密接触,不含绣皮,密实的轧屑除外,并且不含灰尘或其他异物。在拧紧时会妨碍被连接部件牢固就位的毛边/毛刺应清除。

9. Paint is permitted on the faying surfaces unconditionally in connections except in slip-critical connections.

10. Slip-critical joints are defined as joints subject to stress reversal, heavy impact loads, and severe

vibration where stress and strain due to joint slippage would be detrimental to the serviceability of the structure.

The faying surfaces of slip-critical connections shall meet the requirements of the following: In noncoated joints, paint, including any inadvertent overspray, shall be excluded from areas closer than one bolt diameter but not less than one inch (25mm) from the edge of any hole and all areas within bolt pattern.

滑动临界连接的搭接面应满足下列要求:在未涂层的连接处,在比一个螺栓直径近但是距洞边缘小于1英寸的区域以及螺栓样式之内的所有区域都不能有油漆,包括无意中过喷的油漆。

Joints specified to have painted faying surfaces shall be blast cleaned and coated with a paint which has been qualified as class A or B in accordance with the RCSC Specification for Structural Joints using ASTM A325 or A490 bolts. Coated joints shall not be assembled before the coating has cured for the minimum time used in qualification testing.
