为了促进本公司加强机械设备管理，保证机械设备正常运行和安全生产，提高经济效益，制定本规定。

一、施工现场机械设备管理中的临时用电、技术试验、使用安全和技术保养均匀遵守下列规程的规定：

１、行业标准JGJ46-88《施工现场临时用电安全技术规范》；

２、行业标准JGJ34-86《建筑机械技术试验规程》； ３、行业标准JGJ33-86《建筑机械使用安全技术规程》； ４、按照甘建施1998年253号文件《建筑工程施工现场机械设备管理规定》的通知及甘肃施1998年277号文件《甘肃省建筑企业机械设备管理工作考核办法》的通知。

５、国家和行业其他标准与规定。 二、施工准备

１、公司材料设备科负责机械设备的管理、调动、统一管理制度。施工现场必须设置相应的管理机构和人员，建立机械管理责任制由项目经理统一负责管理。

２、公司机械设备管理部门应当参与建设工程施工组织设计的编制和审查，提出有关机械设备优化选择、合理配套和施工平面布置要适合机械作业等方面的意见，促使施工组织设计既能保证工程质量、进度和安全，又能发挥机械效能，

３、公司应加强机械设备的计划调配工作。项目施工需用的机械设备应主要在公司内部的机械设备租赁站去租赁。

４、施工单位必须按照施工组织设计和施工总平面图，在机械设备进入施工现场之前，做好下列施工准备工作，为机械施工创造必要的条件：

（１）做到“三通一平”，即电通、水通、路通（架设到位），停放机械的场地平整；

（２）机械设备中需要的临时设施应事前构筑完工。如固定式塔式起重机的混凝土基础必须符合验收标准，混凝土搅拌机、卷扬机、电焊机等的机棚搭设符合使用和安全要求。

（3）施工现场配电装置、输电线路、低压电器等必须按照施工组织设计进行设置和使用，并要符合安装规范和安全操作规程的要求，严禁任意拉线接电。危险潮湿场所的照明和手持照明灯具，必须采用安全电压。夜间作业应设置充足的照明。

（4）设有适当的机械修理点，小型料具库和操作人员休息室。

三、机械使用

（1）施工现场的机械管理人员在工作时应当佩戴胸卡。 （2）进入施工现场的机械设备必须完好，附件齐全，按照施工总平面图规定的位置安装，经技术试验和安全检查

（3）施工现场各类塔式起重机的施工升降机的安装和拆卸，必须由持有省建委颁发的《塔式起重机拆装许可证》的专业队伍负责完成。严禁无证单位擅自拆装。

（4）施工现场在用的各类塔式起重机，必须经过检测合格，并在塔身明显部位挂示省建委、省技术监督局统一制发的《塔式起重机准用证》标牌。无证的塔式起重机禁止使用。

（5）施工单位应负责保持现场道路畅通，排水系统牌良好的使用状态，随时清理建筑垃圾，维护场容场貌的整洁，土石方机械、起重机械、运输机械等的车辆、行人通行地方施工时，应设置警示标志并采取安全措施。

（6）施工单位应遵守环境保护的法律法规，采取有效措施将机械施工产生的粉尘、废气、废水、固体废弃物以及噪音、振动等对环境的污染和对周围居民的骚扰控制到法定限度之内。

（7）施工现场的主要机械设备必须实行定人、定机、定岗位的责任制，班组共同使用的必须实行班组负责制，多班作业的必须实行交接班制，操作人员必须依照有关规定持证上岗，严禁无证人员操作。

（9）施工现场的机械操作人员必须严格遵守岗位责任制、建筑机械使用安全技术规程和现场安全制度，按规定穿戴劳动保护用品，保持作业区域场容场貌的整洁和安全标志围护设施的完整，听从施工人员的指挥，密切配合施工生产，但对有可能引起事故的违章指挥应当拒绝执行。

（10）机械管理人员应当向机械操作人员进行技术交底和提出施工要求，项目经理应当协调施工生产和机械使用，保养中出现的矛盾，支持机械操作人员的正确意见，杜绝违章指挥，违章作业和拼设备等现象的发生。

（11）施工现场一般不配备机械工操作的简单电动机械，如混凝土振捣器、打夯机、水磨石机等应当实行班组负责制。

机械管理人员应对这些机械加强管理，对使用人进行操作和保养的技术指导和安全教育，要配备漏电保护器和劳动保护用品，要指定保修人员巡回检查机械使用和保养情况，发现缺陷立即排除。

（12）施工现场的机械管理人员每天应对在使用机械设备巡回检查一遍，发现违反岗位纪律、机械运转异常、保养不良、安全隐患、记录不全等情况，应立即采取措施予以纠

（13）施工单位应当做好施工现场的安全保卫工作，采取必要的防火、防盗措施，防止燃润油料、材料、机械零部件和随机工具的丢失或受损。

（14）施工现场机械发生设备事故必须及时抢救，保护现场，并立即报告领导和上级主管部门按“四不放过”的原则严肃处理，重大机械事故应在两天以内报省建委。塔式起重机发生倾复、摔臂、折臂、脱轨、塔帽脱落等事故，不论有无人身伤害，不论经济损失大小，必须按重大事故处理。

四、机械维护

（1）施工现场必须配备机械维修组或维修人员，负责机械设备的计划检修和临时故障的排除工作，并应有维修记录。

（2）施工现场的机械设备必须按照规定的保养分级、间隔周期和作业内容，严格进行清洁、润滑、调整、坚固、防腐等工作，并作好保养记录，实行定检维修制的机械设备必须认真做好日常检验和月度检查，作出检查记录并附有检测化验数据资料，发现漏保、失修和带病运转的应立即停止使用，进行保养修理。

（3）现场机械设备的保养（定检）计划，由公司机械管理部门负责编制并组织实施（公司每半月进行一次，项目部十天进行一次）。

五、基础工程和其他

（1）施工现场的机械设备必须在机体的明显部位喷涂本企业机械统一编号。

（2）主要机械设备（除建设部统计年报规定的22种外另加本企业施工生产用的重要机械设备）必须建立机械履历书，由机械操作人员及时准确的填写，月末将运转时间、小修保养、油料消耗和更换配件等原始记录上报机械管理部门汇总、整理和统计分析，作为机械取费、单机或班组经济核算和操作人员考核的依据。

（3）公司每季度组织开展红旗设备竞赛活动，重点是施工现场有专人操作使用的机械设备，建立考核评比办法，定期进行检查、总结、评比和奖励，以调动机械操作人员爱护机械设备的积极性和责任心。

（4）公司应加强对施工现场机械管理人员、操作和维修人员的技术培训工作，要有计划地利用施工停歇时间采取多种形式组织技术学习，提高专业知识和技术操作水平，结构新颖、技术先进、价格昂贵的国产或进口机械设备，在施工现场使用之前，必须慎重选定机长并经过培训和实习，掌握安全操作和保养技能后，才能投产使用。
