四、本大题共2小题,共8分。阅读下面文章,完成14—15题。 现代能源中,不论是煤、石油或是天然气在化学结构式上都是以碳(C)元素为骨架组成的有机碳化合物,所以以这种高含碳的化石能源推动的经济发展方式被称为“高碳经济”。而这些化石能源是不可再生的。现在地球上已查明的这些化石能源储藏量按现在的能源消耗方式计算,只够人类开采一百年。若没有新的能源替代,届时人类只好再回到牛车薪火时代。

与高碳能源相对,水电、风能、太阳能以及生物质能,这些可再生、可循环利用的能源则属于“低碳”的清洁能源,与之对应的经济发展方式被称为“低碳经济”。“低碳经济”是国际社会为应对人类大量消耗化石能源、大量排放二氧化碳和二氧化硫引起全球气候灾害性变化而提出的能源品种转换新概念。其宗旨是发展以低能耗、低污染、低排放为基本特征

我国能源消费结构尤其处于“高碳”状态, 按国内专家计算,中国现有的石油资源只够开采13年,天然气40年,煤炭60年。这绝非危言耸听,而是不争的事实。我国目前开发利用的可再生能源比重仅占8%,其中水力、风能、太阳能、生物质能等可再生清洁能源的比重还很低。如何转变传统高能耗、高污染的经济增长方式,大力推进节能减排和新能源使用,实现资源循环利用和经济可持续发展,成为我国乃至世界各国经济发展所面临的共同问题。

作为世界第一大能源消耗国,美国以世界6%的人口却消耗了世界30%以上的能源,美国的这种高能耗消费方式不是我国可参照的方式,倒是严重缺乏资源的日本节能减排方式给我们提供了有益的借鉴。现今我国的万元单位GDP能耗是日本的8倍,人口是美国的4倍多,按照目前的高能耗发展模式,我们难以维持持久发展的速度,环境恶化和能源短缺将是今后50年我国发展过程中最大的瓶颈。我国政府和有识之士都已认识到,发展低碳能源技术,推进技术创新,转变经济发展模式和社会消费模式,走低碳发展的道路,是实现我国经济可持续发展的根本途径。

战地救护所被罩在浓雾中,像裹着一层又一层的纱布,扯不开,拉不断。我和师政委刘彬在这迷迷蒙蒙的“纱布层”里摸索着,脚下高高低低,好不容易找到了被伤员称为“死亡转运站”的一号病室。

病室中间有一个钢丝床,看上去像一艘白色的小舟,上面安详地躺着一位年轻的伤员,这艘小舟即将载着这个十八岁的生命驶向永恒和寂灭。

在他身边,那桅樯一样的吊瓶架上还挂着红色血浆袋和生理盐水,这对于已经报过病危的年轻生命都无济于事了。他的伤势太重了,腿上、腰部、胸部、左臂都缠着绷带。我最不忍心看的是那张我曾经熟悉的红润的娃娃脸,变得那么苍白和短小——敌人的地雷炸掉了他的下巴。

因此这个叫周小波的战士,无法讲出他英雄壮举的动因——他们班在插入敌人雷区之后,他第一个滚下身子,压响了一串地雷。作为随队的师组织干事,我有幸看到了这撼动心魄的壮举,那映在拂晓的霞光中的身影,使我终生都不能忘怀。

战斗打响之前,他也像那些老兵一样,咬破了中指写了一份决心书。他把血书交到我这个“师里来的首长”手里,却还磨磨蹭蹭不肯走。

“有事吗?”我问。 “我……我有个要求。”他涨红了脸。 “什么要求,提吧。” “我妈妈……生癌呢。”他垂下了头,有些慌张,“没有钱看大夫……” “你家里还有什么人?”

“哥哥。他是个哑巴。队里办工厂不要他,在家种地呢!”他忽然异常赤诚地望着我,“李干事你看着,这回打仗我不会怕呢,要是我……回不来了,能不能让我妈妈……住上部队医院……”
