"Oxfam" is the short form for the Oxford Committee for Famine Relief (全国饥荒救济委员会). It is an international organization to help the poor all over the world. It was started in 1942 in England during the Second World War to provide relief to war victims in Europe. When the war was over, Oxfam continued its work, sending materials and money to the poor throughout Europe.
