This procedure gives an overview of the helideck, related systems, and the operation of the

aforementioned. It shall give a short description of how the helicopter operations shall be performed and the routines related to these operations.

Method 程序与方法

3.1 Responsibility for procedure content 程序中所包括的相关责任

The Captain/OIM is responsible for the continuous maintenance of this procedure. The procedure shall not be changed without the consent of this function.

3.2 Responsibility for implementation 程序落实、执行的责任

The helideck is made of aluminium and placed forward, above and on the port side of bridge at elevation 60350 above baseline.

The helideck is designed and built for accommodating Sikorsky S61-S92 helicopter with weight 13 mt. Helideck size (nominal): D=27.2 m (0.9xD). Helideck shape:Octangonal.

The helideck has markings in conformity with the UK CAA standards for offshore helicopter. The helicopter refuelling system consists of 2 portable tanks connected to a fuel transfer pump, delivering helifuel to a filling dispenser on the helideck.

3.3.1 Description Helideck Foam Fire Fighting System: 直升机机坪泡沫灭火系统的描述

The Helideck foam fire fighting system is a stand alone manually operated system. The foam system is comprised of three helideck foam platforms, a foam unit housing the pumps & valves and panels as mentioned below.

The foam unit contains a storage tank for foam compound, foam pumps and mixing system. AFFF foam is used. The foam unit is located beneath the helideck and houses the Main Control Panel also. The capacity of the foam tank is 800 litres , and a minimum of 720 litre of foam is required. The 3 Helideck Foam platforms are located on the helideck and house the foam monitors (one on each platform) and the manual release boxes. The foam monitors are self oscillating and have activation valves which can be operated locally or remotely. The pushbuttons present are for local operation of the foam monitor.

The Main Control Panel controls the equipments and is connected to the remote control panel,

F&G system panel and the local Pubs located on foam platforms on the Helideck. Remote indications are available to the F&G system for monitoring only.

The Main Control Panel is interfaced to the F&G system Panel. 主要控制面板与F&G系统控制板交融一起。

The Remote Control Panel is housed in the CCR and has a good view of the helideck area in front of it. The Panel is used to operate the Foam system from the CCR.

Operation of Helideck Foam Fire Fighting System 直升机机坪灭火系统的使用

The foam monitors although remotely operated will normally be manned by 1 fireman donned in full fire fighters clothing. The normal deck crew will be comprised of 4 roustabouts, 1 crane operator, 1 assistant crane operator, as well as 1 deck pusher, thus leaving plenty of personnel for helicopter duties.

The operations and monitoring for the Foam system are located on the Remote Control Panel, each of the Helideck Foam Platforms and the Main Control Panel itself. The Main Control Panel sends the output signals to the valves and pumps. The Remote Control Panel and the Helideck foam Platform

Manual Release Box connect to the Main Control Panel for control and monitoring

of the foam system. The F&G system Panel interfaces to the Main Control Panel for monitoring functions only.

Interface with the F&G system 与F&G系统的交融

The Foam Main Control Panel is connected to the F&G system and the foam fire fighting system status is indicated on the F&G workstation. When the Foam release PB is pressed in the Helideck Foam monitors, it gives signal to the Main Control Panel for Foam release. Simultaneously, signal is also sent to F&G system Panel to start Fire Water Pump. So, the Fire water Pump would be started whenever the Foam monitor is operated from the Foam platform PB. 泡沫朱控制面板与F&G系统连接,泡沫灭火系统的工作状态在F&G和工作站中显示。当泡沫释放PB加压到直升机机坪的喷头,系统就给主控制面板输送泡沫释放的信号。同时,信号同样被传输到F&G系统控制面板,启动消防水泵。消防水泵开启,从泡沫平台PB的泡沫喷头,无论什么时候工作。

3.3.2 Combined Foam/ Dry Powder System 泡沫和干粉组合系统

Two combined foam / dry powder fire fighting units are installed for the purpose of extinguishing minor fires. Hoses with nozzles are installed at the port forward and starboard forward foam monitors . Each set is equipped with 2 hoses and nozzles. The hoses and nozzles of the foam and powder system are connected with each other by a metal frame which can be hung around the operators neck by a strap. For proper operation all hose on the reel will need to be flaked out.

Wind, visibility as well as the vessel's movements put limits on helicopter operations. Such a decision shall be discussed in close consultation with the helicopter pilots.

Avoid vessel/helideck list (angle) during landing. A constant list of the vessel due to e.g. deck cleaning should be avoided prior to helicopter landing. West Aquarius complies fully with the required monitoring equipment and is thus classed and rated as A+

The table below shows helicopters maximum operational limits for all helidecks. The table “Adverse Weather Precautions” provides additional guidance for adverse weather conditions.

From this table, helicopter may land on West Aquarius with pitch/roll of +/- 3 deg at daytime and +/- 2 deg at night time. The corresponding heave rate will be 1,3 m/s (day) and 0,7 m/s (night)

The pilot is to be informed immediately if any of the following occurs: 如果出现任何情况,必须立即通知飞行员

If the pitch, heave or roll reach or exceed the operational limits stated in West Aquarius helicopter

operation procedures, Operator's helicopter operation procedures or limitations given by the helicopter operator.

4.2 Personnel organisation and responsibility for helicopter operations 直升机运行相关人员和责任职责

Personnel organisation and responsibility for helicopter operations are described in the following. Marine section is responsible for execution of all helicopter operations on West Aquarius.

All who take part in helicopter operations shall be familiar with West Aquarius \and UK. Civil Aviation Authority Publication CAP437 Offshore Helicopter Landing Area – Guidance on Standards.

Deck Pusher / Crane operator – HLO

The HLO (Helicopter Landing Officer) is responsible for all activities on the helideck. This includes passenger handling, cargo handling, jet fuel stock and system for refuelling helicopters. Complete the daily and weekly checklists and see to it that the necessary maintenance work is performed.

The logbooks that he is responsible for keeping shall be kept up-to-date at all times. The fuel log is to be maintained in accordance with the helicopter operator's requirements.

Material man 物料员

Is responsible for packing, manifesting goods to be sent by helicopter, If dangerous goods are to be sent by helicopter, a written permit must be obtained from the helicopter company in advance, and well as instructions concerning packing the goods. Dangerous goods shall be transported in conformity with IATA'S regulations.

负责送上直升机的货物打包、仓单的填写。若果使用直升机运输危险品货物,必须得到直升机公司一书面的许可,正确地包装危险货物,航空运输的危险货物必须遵守国际航空协会的危险物品运输规则。

Medic/Administrator/Safety Officer 医疗人员、行政人员、安全监督

Is responsible for departing and arriving passengers. Departing passengers shall watch the safety briefing prior to boarding. After this, they should stay inside the Helo Lounge in the accommodation the DPO gives instructions, in a PA announcement, to proceed to the helideck. The dispatcher will then release the passengers from the safe passenger waiting area inside Helo Lounge. He/she is also responsible for assigning cabins for arriving passengers and informing new arrivals about the safety induction and mentor on board.

Communication 通信

The DPO has the initial contact with the helicopter terminal and helicopter. The HLO takes over communication with the helicopter from \船台上电报员负责最初与直升机基地、直升机的初始联系。直升机指挥员接过直升机指挥权使用“机坪指令”喊话。

The DPO is responsible for sending a weather report to the helicopter base and to update weather reports every 30 minutes during the flight or immediately if the weather changes after the initial report, and the new condition can effect the helicopter operations.

If the operator has a stand-by/emergency vessel at the location, such vessels shall be informed well in advance concerning helicopter's ETA, to give the crew time to prepare a rescue operation, if necessary. In preparing for helicopter arrival, the following guidelines apply to standby vessel operations:

Well in advance of the landing, the standby vessel must position itself in best possible position to monitor the helicopter operation (normally downwind from the installation).

When the helicopter departs from land, the vessel shall be informed about the helicopter's expected time of arrival at the vessel. When the helicopter departs from land, the DPO must have available the

outgoing and incoming passenger list and manifest, quantity of jet fuel available + status of helideck .

The DPO shall from that point of time keep continuous radio watch on the helicopter's working frequency and emergency frequency, and activate the NDB at the helicopter pilot's request. When the helicopter takes off from shore, the HLO shall be notified of its ETA.

15 minutes prior to helicopter's ETA the DPO shall notify the HLO to be ready on helideck.

IMPORTANT: The HLO must be a \helideck activities and stay in contact with the pilots. He/she must under no circumstances participate in luggage handling or other activities that can distract him/her from the main duties.

5.3 Landing, waiting on helideck, take-off. 降落、在机坪等待、起飞

The passengers shall disembark the helicopter, only upon instruction from the HLO. The HLO shall control all movements of personnel to/from and on helideck. The HLO must particularly pay attention to the area around the tail section of the helicopter.

只有在直升机指挥员发出指令后,乘客才能离开直升机。直升机指挥员必须监控、管理号到达、离开直升机机坪人员的所有活动。直升机指挥员特别要关注直升机尾桨周围的区域。

The boarding card shall be collected before the passengers enter the helideck. All

5.3.1 Helicopter Landing 直升机降落

The deck crew unload the baggage, mail and cargo they put into the baggage trolley, which is moved to a safe pick-up area. If no trolley is used, the deck crew places the luggage next to the exit stairs, ready to be picked up by the passengers.

Only the HLO and the deck crew, with the CO2 fire extinguisher, shall be stationed on the Helideck. The HLO must stay outside the range of the main rotor.
