毫米，其气候特点是：冬季寒冷、夏季温凉、年温差小、日 温差大， 冬长夏短， 春秋相连， 常年多雾， 全年日照时数 1480 小时，霜期 213 天。乡辖内常年气候冷凉，多雾，生态环境 好

。 全乡有耕地 66000 亩，其中大于 26 度 2200 亩，有茶园 面积 5 万亩， 适宜金银花种植的荒坡 30000 亩， 人均耕地少， 陡坡耕地的比例大。农作物以水稻、玉米、马铃薯、油菜等 为主。摆忙乡地处山区，全乡有林地 57630 亩，森林覆盖率 60.02%。土地垦植率不高，主要土类为黄棕壤——北亚热带 季风湿润气候和常绿落叶阔叶混交林下发育的一种地带性 土壤，为棕壤与黄壤之间的过渡类型，兼有黄壤与棕壤的某 些特征。脱硅和富铝化作用弱，具有明显的生物积累过程。 有机质分解缓慢，土壤表层有机质丰富。 项目实施地点摆忙乡双新村位于摆忙乡以南 7 公里，东 面和南面是江洲镇，西面与贵定县猴场堡乡相邻，北面是双 堡村，全村总面积 41.2 平方公里。双新村地貌以高山丘陵 地势为主，海拔 980-1250 米之间。属喀斯特地形环境。双 新村属亚热带季风性湿润气候区。年平均气温 14--16℃,年 降雨量 1100 毫米，其气候特点是：冬季寒冷、夏季温凉、 年温差小、日温差大，冬长夏短，春秋相连。 双新村全村有耕地 1632 亩，其中大于 26 度 530 亩；有适宜金银花种植的荒坡

15000 亩，人均耕地少，陡坡耕地的比例大。农作物以水稻、玉 米、马铃薯、油菜等为主。全村有林地 18530 亩，森林覆盖率 63%。土地垦植率不高，乡辖内常年气候冷凉，多雾，生态环境 好。至 2011 年底，有茶园面积 3250 亩，其中，可采摘茶园面积 80 亩。

经济社会发展条件 按照产业扶贫的需要及都匀市现有贫困乡、村的分布， 结合地理自然条件和当地种植习惯，该项目选择在摆忙乡贫 困村双江村实施,贫困村占 100%。 摆忙乡属一级贫困乡，全乡辖 4 个村，37 个村民组，总户 数 2178 户，总人口 8673 人，少数民族人口(以布衣族、苗 族为主) 占全村人口的 85%; 妇女 3864 人， 占总人口的 44.5%; 总劳动力 5320 人，其中，文盲半文盲 320 人。2011 年人均 占有粮 162 公斤，农民人均纯收入 4541 元，年 2300 元以下 贫困人口 3455 人。双新村属二级贫困村，辖 12 个村民组，总户数 489 户，总 人口 1938 人， 少数民族人口 (以布依族为主) 占全村人口的 98%; 妇女 952 人，占总人口的 38.8%;总劳动力 1256 人，其中，文 盲半文盲 87 人。 人均占有粮 150 公斤， 农民人均纯收入 1860 元， 农民人均纯收入 2300 元及以下 613 人，占全村人口的 26%。矿

种植，预计直接受益贫困农户489户，总人口1938人，实现人均 增收1500余元，使400户贫困户通过种植金银花脱贫致富。产 品由龙头企业直接收购、加工，既可带动其它产业同步发展， 也可实现农村劳动力就地转移， 项目的实施不失为广大贫困农 户寻找出一条脱贫致富的新路子。 6、 建立优质中药材金银花规范化生产基地， 减少水土流失， 保护生态环境，实现贫困地区农业可持续发展。 (二)可行性(项目区发展本产业的条件及优势、已开展 的工作基础及拟采取的有效措施) 1、 项目区农业气候条件适宜金银花生长， 金银花抗寒性强， 零下摄氏 30°C 低温能保持成活， 故又名忍冬花。 金银花摄氏 3°C 以下生理活动微弱， 生长缓慢。 摄氏 5°C 以上萌芽抽枝。 摄氏 16°C 以上新梢生长快， 摄氏 20°
