1 总则

1.l编制目的

随着社会经济的飞速发展,城镇的建设将占用越来越多的耕地,而我国是一个人多地少的国家,耕地资源十分有限,加之耕地后备资源的严重不足,致使人地矛盾日益突出。为加强土地复垦工作,珍惜和合理利用每一寸土地,改善生态环境,实现土地资源的可持续利用,促进经济、社会和环境的和谐发展,为贯彻党的十六届五中全会提出的“加快建设资源节约型、环境友好型社会”有关精神,落实我国国民经济和社会发展“十一五”规划纲要和党中央国务院有关文件中提出的“加快推进土地复垦”的要求,以及国务院七部委(局)下发的《关于加强生产建设项目土地复垦管理工作的通知》国土资发[2006]225号文件精神,必须切实加强生产建设项目的土地复垦管理工作,进行土地复垦。

按照“谁损毁、谁复垦”的原则,将生产单位的土地复垦目标、任务、措施和计划等落到实处;为土地复垦的实施管理、监督检查以及土地复垦费征收等提供依据。针对本方案的土地复垦目标,制定复垦的任务、措施和计划,为土地复垦方案的实施管理、监督检查、土地复垦费征收等提供依据,同时,为该矿山进行采矿权年检提供必备的要件。

本方案包含六枝特区岩脚镇民乐砂石厂在生产至今土地损毁现状的调查分析、生产过程中土地损毁状况预测、土地复垦方案设计等。各项工作任务和要求如下:

1、现场调查、实地踏勘,统计至今损毁土地的类型、损毁范围、损毁程度,并量算各类损毁土地的面积。

2、考虑灰岩矿开采期间采灰岩损毁土地的类型,预测各类土地的损毁范围和损毁程度,量算并统计损毁土地的面积。

3、根据调查和预测结果,分别统计和确定因开采灰岩矿被损毁土地应复垦的面积,并根据各类土地的损毁时间、损毁性质和损毁程度,规划其复垦时间和复垦后的利用类型。

4、在复垦规划的基础上,按各类土地复垦技术要求设计复垦方案、复垦工艺,明确要求达到的技术标准和技术参数,计算复垦工程量,提出复垦工程的投资概算,最后编写《六枝特区岩脚镇民乐砂石厂土地复垦方案》。

l.2编制原则

根据项目区所在地六枝特区的自然环境与社会经济发展情况,按照经济可行、技术科学合理、综合效益最佳和便于操作的要求,结合项目特点和实际情况,本复垦方案遵循以下编制原则:

(一) 源头控制,预防与复垦相结合。项目建设从源头抓起,优化设计和施工布置、尽量减少生产占地。

(二) 统一规划,统筹安排。在土地复垦规划设计和实施工程中,结合六枝特区土地利用总体规划,充分考虑项目工程施工特点、占地情况,统筹安排复垦计划。 (三) 因地制宜,优先用于农业。合理配置各类资源、因地制宜、宜农则农、宜林则林、宜草则草,被损毁的土地要优先复垦为农用地,合理确定土地复垦方向。 (四) 与相关规划相协调。结合六枝特区土地利用总体规划,确定土地复垦方案的土地用途;其次,土地复垦规划与农业、水利、环保、交通等部门规划相互协调。

体现生态、经济和社会的可持续发展。农业用地、水域及微生态循环体相协调,使土地具有符合可持续发展要求的新用途;社会效益、经济效益和生态效益并重,从而实现生态、经济和社会的可持续发展。

1.3编制依据

《六枝特区岩脚镇民乐砂石厂土地复垦方案》的编制,依据中华人民共和国《土地管理法》、《环境保护法》、国务院颁布的《土地复垦条例》等法律、法规以及国家和贵州省对土地复垦的有关规定进行的。具体执行的国家规定有关文件和技术资料有: 1.3.1法律、法规及行业标准

l.4目标

通过编制土地复垦方案,明确土地复垦目标,主要包括:采取预防和控制措施减少的损毁土地面积、土地复垦面积(包括农用地、耕地面积)、土地复垦率和其它社会经济生态效益指标等。

六枝特区岩脚镇民乐砂石厂项目区损毁土地范围主要包括表土堆场、工业场地、堆砂场地、破碎场地及采区总面积1.0061公顷。在采矿过程中,明确征地红线,并打桩定界,严禁扰动、损毁红线外的土地。

六枝特区岩脚镇民乐砂石厂为已建矿山,属私人企业性质。根据六枝特区1:10000土地利用标准分幅图--- G48G040055,项目区损毁土地面积1.0061公顷,复垦规划面积1.0061公顷,土地复垦率达100%,复垦规划中,将矿山进场道路复垦(或改造)为田间道。

矿区损毁地类主要为旱地、灌木林地及采矿用地,由于项目区土壤相对贫瘠,复垦地类主要为灌木林地及旱地。其中复垦为灌木林地0.9048公顷,复垦为旱地0.1013公顷。在建构筑物建设施工前和灰岩采掘前都对表土进行剥离,并将其表土保存于表土堆场内。本方案复垦规划中,复垦为林地有利于保持当地林地的数量和质量,不因为矿山开采造成林地的减少,有利于土地利用总体规划中林地“占补平衡”的落实,绿化环境;复垦为旱地,有利于提高土地利用率,为当地人民生产增收。这个复垦规划,将最大限度减少开矿对当地农民生产生活和生态环境造成的影响。

1.5服务年限

六枝特区岩脚镇民乐砂石厂为已建矿山,属私人企业性质。根据根据2011年10月六枝特区国土资源局对六枝特区岩脚镇民乐砂石厂颁发的采矿许可证(证号:C5202032011107130122810),矿山服务年限为4.5年,自2011年10月~2016年03月,设计生产规模为5万t/a,到目前(2013年03月)为止,矿山生产剩余服务年限为3年。

根据矿山边开采边复垦,损毁一片,复垦一片,治理一片的原则,由于复垦工作

需要0.5年的时间,因此本土地复垦方案工程服务年限=复垦工作(0.5年)+后期管护(0.5年)=1.0年。故本矿山复垦方案工程服务年限预计为4年(2013年03月~2017年03月)。

2 项目概况

2.1项目简介

六枝特区岩脚镇民乐砂石厂位于岩脚镇境内,该砂石场距六枝约15km。距岩脚镇约1.5km,简易公路由岩脚镇上通至该砂石场,属非耕地荒山。东经105°24′13.0″,北纬26°21′03.5″。公路途经矿山,交通十分便利。(详见《交通位置图》)矿区范围拐点坐标如表2-1:

2.3项目所在地区自然环境与社会经济概况

2.3.1气象水文

矿区内气候宜人,夏无酷暑,冬无严寒,全年温暖湿润,属亚热带季风温暖湿润气候。该区属低海拔低纬度区,属暖温带季风湿润气候,雨量充沛,气候温和,无霜期较长。气候特点:多雨雾、少日照、温差大。最热为7月(均温21.8°C),最冷1月(均温2.4°C),年平均气温14.1°C。降雨主要集中在5-9月,最大日降水量115.8mm,年平均降雨量1203.1mm。10年一遇1h暴雨强度1日排完。无霜期282天,年日照时数1227.6小时,全年东南风偏多,年均相对湿度78-82%。

矿区属长江流域乌江水系。矿区内地表水系不发育,无河流、溪沟、地表水体、井、泉。地表水主要为岩溶洼地内的漏斗泄水。 2.3.2地形地貌

矿区地处云贵高原腹地,为低中山地形,基岩出露较好,为峰丛地貌特征,矿区范围内坡度10~50°,地层倾向北西,倾角26°左右。矿区范围及周边最高海拔1370m,最低海拔1250m,最大高差120m。

矿区一带属溶蚀、侵蚀、剥蚀型低中山岩溶地貌区,岩溶山丘及洼地、谷地发育,植被不发育,主要为灌木、藤草丛生的荒坡。

2.3.3地质

1、地层 (一)、地层

矿区内出露地层为第四系(Q)和三叠系中统关岭组(T2g)。其中三叠系中统关岭组(T2g)的灰岩为矿山开采对象。

第四系(Q):以黄色粘土为主,含碎石、角砾层及腐殖质,厚0~1.6m,山脚最厚可达5m。

三叠系中统关岭组(T2g):主要为浅灰色块状灰岩及薄层状灰岩。局部夹少量含泥质灰岩夹泥灰岩,含方解石团块及方解石脉。

(二)、构造

该砂石厂位于六枝向斜轴中段,岩层倾角平缓,场地内无断裂构造,场内裂缝发育.无滑坡隐体及地表水体,故该砂石厂地质条件简单。

据《中国地震动参数区划图》(GB 8306-2001),六枝特区地震动峰值加速度为0.05g,地震反应谱特征周期为0.35s,相应地震基本裂度为Ⅵ度,矿区内无断层,区域构造稳定性较好。

(三)、水文地质条件

矿区范围在区域水文地质单元中属地下水补给区,附近无地表水体分布,本区地表水主要为大气降水补给,矿区所在范围的最低侵蚀基准面为+1250m,矿山的开采高度为+1310m~+1260m,所以,矿区开采范围位于区内最低侵蚀基准面之上,地表水系不发育,大气降水主要由山丘坡面排泄至旁侧的岩溶洼地内,再经洼地漏斗流入地下。三叠系中统关岭组地表层岩溶发育,地下水主要为岩溶裂隙水,地下水补给来源主要靠大气降水,由于大气降水有限,地表水量少,所以补给量有限,且开采部位处于山丘顶部,大气降水会很快沿裂隙、沟谷排泄径流至区外,所以,区内水文地质条件简单,地下水对矿山开采影响很小。

(四)、工程地质条件

区内三叠系中统关岭组地层分布较广泛,圈定的山丘露采灰岩矿段边坡和底座围岩均为灰岩,属坚硬质工程岩组,岩质坚硬、性脆,力学强度高,抗风化能力较强,稳定性较好。且矿山范围内地层产状平缓。所以层面不易构成边坡变形损毁的优势结构面。经实地调查,未发现崩塌、滑坡等地质灾害现象,边坡稳定性总体较好,工程

地质条件中等。 2.3.4土壤植被

项目区内土壤主要为黄壤,其次为黄棕壤,土壤厚度在0.1~0.5m之间。黄壤属湿润、干湿季不明显生物气候条件下发育而成的土壤, 土壤中富含氧化铁、 氧化铝,很容易发生水化作用,质地粘重,全剖面呈酸性,黄壤通过耕作,施肥等一系列农耕技术措施,表层有机质分解,土壤酸度降低,肥力不断提高,演变形成高度熟化的黄壤,适于偏酸性速生树种的生长。

矿山地处荒山,少量耕植土,岩石裸露、植被覆盖少,主要为草和灌木丛。 森林覆盖率为27.6%。 2.3.5 社会经济概况

六枝特区岩脚镇民乐砂石厂位于六枝特区岩脚镇民乐村,该村土地面积36.96km2,总人口3758人,户数184户。该村具体经济情况详见表2-2。

矿区土地类型及面积详细见表2-3。土地权属为岩脚镇民乐村村民集体所有,不涉及民宅搬迁,土地权属清楚,无土地权属纠纷。矿区土地使用权在矿山开采结束后,六枝特区岩脚镇民乐砂石厂连接道路交付当地居民使用,对矿区内损毁土地进行复垦后归还当地居民使用。

2.5项目生产工艺流程

2.5.1矿产资源赋存形式与分布情况

六枝特区岩脚镇民乐砂石厂灰岩矿山主要矿产为灰岩,产于三叠系中统关岭组

(T2g)。矿石特征为薄-中厚层灰岩。矿区内灰岩出露长约134m,宽约78m,矿区西部、中部有少量第四系覆盖外,全矿区均有灰岩出露,岩层倾向北西,倾角26°左右。矿石常呈浅灰、灰色,岩性为灰岩,岩石坚硬、性脆。矿区内分布有广泛的碳酸盐岩,其结构致密坚硬,偶夹方解石团块和方解石脉,结构简单。 2.5.2项目生产工艺流程 (1)开拓方案

根据灰岩赋存特征,矿体埋藏较浅、倾角较缓,适宜露天开采。开采矿种:灰岩;生产规模:5万t/a。其开采面积为0.0093 km2。根据地形条件,采区开采深度为+1310m~+1260m。

采区公路为碎石路面,路面宽度为3.5~4.0m,最大纵坡度不超过8%,回头最小曲率半径不低于20m。

矿山剥离:采区剥离的松软岩土用挖掘机直接开挖,用装载机装上汽车直接运到表土堆场内集中堆放。对整体性较好的岩层,采用浅孔或中深孔凿岩爆破后,用装载机装上汽车运往堆渣场。

矿山采矿:采区生产的矿石用装载机装上汽车运走。

生产台阶划分:按照各采区的实际开采高度,以10m高度划分生产台阶,采区为6个生产台阶。每个台阶开采结束后将按照一定的坡率放缓边坡。 (2)生产工艺

剥离:对矿体上部的少量浮土,用挖掘机直接开挖,装上汽车运往表土堆场;对整体性较好的岩层,采用中深孔凿岩爆破,用挖掘机或装载机装车,汽车运往堆渣场,达到将废土石分开堆放的目的,便于后期对弃土的综合利用。

在矿山开采到一定阶段后,将废土运送至矿山进行覆土利用,也为后期开采产生的弃土提供堆放空间。

采矿:对矿体开采采用浅孔凿岩松动爆破,采下的矿石用装载机装车,汽车运走。 A、打眼、装药 B、一次爆破或分段爆破 C、矿石装车运至堆矿场

D、利用停采停运的间隙时间对大块岩石解炮

E、开采过程中的废石运送至堆渣场、泥土运送到表土堆场,以备开采结尾时复土造地、恢复植被用。 其生产工艺流程如下图:

对土地可能造成的损毁主要有以下几个方面:

(1)在开采前期修建的地面工业场地、及矿山公路挖损和压占土地,造成土地的损毁。

(2)矿山开采期间挖损造成土地损毁;爆破震动,可能对附近陡峭山体产生一定程度的影响,导致局部危岩垮塌或滑坡,压占土地。爆破时有一定的粉尘,但远离城镇,又有自然山峰作屏障,不会造成污染。

(3)矿山开采产生的废土石形成的堆积体压占土地。 (4)生活污水可能污染土地和水体。

(5)开挖时切坡可能诱发岩质边坡顺向滑坡和雨季暴雨时地表排泄时诱发泥石流引起的地质灾害造成周围土地的压占。

(6)表土堆放场内表土结构松散,可能发生滑塌、滑坡,压占周围土地。可能造成土地损毁的损毁类型主要为压占和挖损,废水若处理不当,可能对其表土产生污染。

3 土地复垦可行性分析

3.l已损毁土地概况

六枝特区岩脚镇民乐砂石厂为已建矿山,项目区已损毁土地范围包括表土堆场、办公生活区、工业场地、堆砂场地、破碎场地及采区1,在前期工程建设和采矿过程中对已损毁土地单元均进行表土剥离。项目区土壤相对贫瘠,且破坏地类大多数为灌木林地、旱地和采矿用地,每个单元剥离厚度约42cm,剥离面积0.4540公顷,表土剥离方量总计1906.8 m3,所有表土都保存于表土堆场内。采矿过程中产生的弃渣均堆放于弃渣场内,采矿完毕后将全部用于回填矿坑。项目区已损毁土地面积0.4540公顷,已损毁土地面积及地类详见表3-1:

3.2拟损毁土地预测分析

六枝特区岩脚镇民乐砂石厂为已建矿山,项目区拟损毁土地范围主要包括采区2,在前期工程建设和采矿过程中将对拟损毁土地单元进行表土剥离。项目区土壤相对富足,且破坏地类为灌木林地。每个单元剥离厚度约42cm,剥离面积0.5521公顷,则表土剥离方量为2318.82 m3,所有表土都将保存于表土堆场内。采矿过程中产生的弃渣均将堆放于弃渣场内,采矿完毕后将全部用于回填矿坑。项目区拟损毁土地面积0.5521公顷,拟损毁土地面积及地类详见表3-2:

3.3土地损毁程度综合性评价

矿山从开采前期到开采结束,会对土地造成一定的损毁,损毁方式主要为挖损和压占。项目区损毁土地的范围主要包括表土堆场、办公生活区、工业场地、堆砂场地、破碎场地、采区1及采区2等,破坏土地的方式主要为压占和挖损。

根据《中华人民共和国土地管理法》和国务院颁布的《土地复垦规定》,把土地损毁程度预测等级数确定为3级标准,分别定为:一级(轻度损毁)、二级(中度损毁)、三级(重度损毁)。评价因素的具体等级标准目前国内外尚无精确的划分值,本方案是根据类似工程的土地损毁因素调查情况,参考各相关学科的实际经验数据,采用主导因素法进行评价及划分等级。具体标准见表3-3、3-4:

3.3生态环境影响分析

本矿开采过程中引起的生态损毁,主要包括下述三个过程:

1、开采活动对土地的直接损毁。挖掘摧毁地表土层和植被,从而引起土地和植被的损毁;

2、矿山开采剥离的土石需要大面积的堆置场地,从而导致对土地的过量占用和对堆置场原有生态系统的损毁;

3、矿山废弃物中的有害成分,通过径流和大气飘尘,会损毁周围的土地、水域和大气,其污染影响面将远远超过废弃物堆置场的地域和空间。

建设项目开采期满后,由于开采及废弃物堆放等对环境还存在一些潜在的影响,影响主要表现如下:

堆放放于表土堆放场的弃土到达一定高度后,在雨季存在潜在滑塌、滑坡、崩塌、泥石流等地质灾害的可能性。

通过上述对本矿开采及开采期满后可能损毁生态环境的途径分析,该矿生产营运期间造成的生态负面效应对植被、动植物、土地利用和景观等方面有影响,现简要分析如下。

3.3.1对自然景观的影响

矿区现为荒山,少量耕植土,岩石裸露、植被覆盖少,主要为草和灌木丛。在露天矿开发建设过程中,露天开采、清除植被、增建人工生产设施、剥离物和废弃物堆置、

修筑公路等占用大量土地,形成大量土地的裸露边坡、排渣场、废弃地等一些劣质景观,并形成新的隆起和塌陷地貌,改变原有景观。

矿区各种道路以及各种运输车辆在矿区行驶所形成的通向施工场地和外围的道路,形成许多廊道,对项目区域原有的景观生态类型进行切割,景观的斑块数大量增加,破碎度增大,人工景观将在该系统中发挥重要作用。工程建成投产后,原有的天然植被变为采掘厂、建筑设施等,项目区植被景观进一步减少,人工建立的工矿景观扩大,造成植被景观在空间上的不连续,影响植被景观的连通性,阻碍生态系统间物质和能量的交换,导致物质和能量的时空分异,使区域地表景观空间格局发生明显改变。矿区开采面积小,不会造成大面积植被损毁天然植被变为人工景观。建设区的建设改变原有地貌景观,但影响范围小。开采推进方向为南东方向,矿山开采不会对自然景观和老百姓的生活造成影响 3.3.2水土流失和土壤侵蚀的影响

矿山开采的弃土堆放于弃土场,形成一个松散的堆积体,受降水渗入、人为活动的影响,使土体物理力学性质降低,从而易发生冲刷、滑塌等水土流失现象,若经降水冲刷流入下游农田中,会对种植的农作物产生较大危害,造成不良影响。

矿层开采、施工带平整、道路开通、生产服务设施等工程,会造成建设区域内地表植被的完全损毁,使土壤的结构、组成及理化性质等发生变化,进而影响土壤的侵蚀状况。

矿山开采产生的剥离土石属于无污染废物,不含有毒有害物质,其堆放后若出现淋溶水污染,对地下水的污染小。 3.3.3对动植物的影响

建设区施工造成地表植被的完全损毁。废石、弃土、生活垃圾等构成的固废物,矿山排水、生产生活污水,粉尘土等,均会对周围的植被产生不良影响。

对动物的影响主要体现为表土层的剥离及地面生产建设活动损毁了原有生态环境,改变了地表形态,部分动物失去栖息场所,食物链被打破。

工 作 计 划 及 主 要 措 施

1、土地复垦工作计划: 根据六枝特区岩脚镇民乐砂石厂生产期的施工工艺、矿区开采年限、开采进度及土地损毁程度预测分析图,制定土地复垦工程进度,以保证尽快及时复垦被损毁的土地。 该砂石场土地复垦工程服务年限为4年(自2013年03月~2017年03月),结合六枝特区岩脚镇民乐砂石厂开发利用方案,针对六枝特区岩脚镇民乐砂石厂建设和开采过程中恢复损毁地表林草特征,把开采场地、工业场地、表土堆场、办公生活区等剥离表土地块作为本报告土地复垦计划实施的重点区域,最大限度地减少损毁土地面积,提高土地复垦率。本报告分两个阶段实施复垦,具体时间安排如下: 第一阶段:采区1复垦,目前采区1内的灰岩已采完,现阶段需对采区1进行复垦工作,复垦前先用渣石渣土对矿坑进行回填,然后再用表土覆土,根据项目区实际情况,复垦成旱地和灌木林地。时间2013年03月~2014年03月。本阶段投入静态经费2.00万元。 第二阶段:采区2及工业区复垦,时间自2014年03月~2016年09月,该阶段复垦工作分两个时段进行,共投入动态经费4.35万元。 ①采区2复垦,时间自2014年03月~2015年09月 在矿权开采期限内,对采区2进行(用弃渣弃土)回填、复垦,投入动态经费3.21万元。 ②在矿权开采期限内及矿权到期后,与采区2一起立即对工业区进行复垦,时间自2015年09月~2016年09月。复垦工作主要包括拆除建筑砌体、表土回填及土地平整。投入动态经费1.14万元。 第三阶段:后期抚育管理,时间自2016年09月~2017年03月,主要对复垦后的耕地及林地地进行后期抚育管理。投入动态经费2.85万元。 2、土地复垦主要措施: ⑴ 预防控制措施:按照“统一规划、源头控制、防复结合、实现三大效益统一”的总体原则,根据砂石矿生产项目特点及对不同土地类型的影响范围及程度,采取不同的预防与控制措施。 ⑵ 工程技术措施:土地复垦按作业性质一般可分为工程复垦和生态复垦42

预 算 依 据 两个阶段。工程复垦阶段主要是在土壤损毁前有计划地将表土层采集、堆存,以供今后复垦土地时使用,然后是土地平整,其作业的一般过程分为:表土采集堆存—废弃物料回填压实—场地平整—表土覆盖—土地整形。 ⑶ 生物化学措施:生物化学复垦措施是利用生物及化学措施,恢复土壤肥力及有效利用生物生产能力的活动,它是土地复垦的关键环节。对于复垦后的土壤改良有其重要的意义。 1、土地损毁面积、类型及测算依据: 因矿山生产建设而造成的损毁土地面积为1.0061公顷,其中因挖填损毁0.8973公顷,因压占损毁0.1088公顷。 2、预期复垦土地用途、面积及测算依据: 根据矿山实际情况,项目区共损毁土地面积1.0061公顷,共复垦土地面积1.0061公顷,土地复垦率达100%。其中,工业区复垦0.1088公顷,采掘区复垦0.8973公顷。复垦地类中,旱地占0.1013公顷,灌木林地占0.9048公顷。 3、投资估(概)算及测算依据: ⑴ 《土地开发整理项目预算定额标准》(财政部、国土资源部2005年4月1日); ⑵《土地开发整理项目施工机械台班费定额》(财政部、国土资源部2005年); ⑶《土地开发整理项目资金管理暂行办法》(国土资发[2000]282号); ⑷《土地开发整理项目概算编制指南》; ⑸《贵州省土地开发整理管理规定》(2002年9月10日); ⑹《土地开发整理项目规划设计规范》(TD/T1012-2000); ⑺贵州省造价信息及2012年第二季度主要材料价格。 填表人:杨知勇 填表日期: 2013年03月
